Key Areas of Accountability
• Lead the planning, implementation and coordination of security activities within the provincial Area of Operations, ensuring compliance with approved project agreements and SCI policies and principles.
• Develop and support security proposals, operational plans and budgets to address organizational safety and security needs.
• Build and maintain effective coordination with community leaders, government and local authorities, implementing partners, security focal persons, and other relevant stakeholders to facilitate SCI programme implementation and strengthen security collaboration.
• Conduct regular consultations with community members and local leaders to strengthen collaboration on monitoring, reporting and responding to safety and security concerns.
• Conduct regular security assessments and analyses, documenting security trends, achievements, challenges, risks and recommendations to inform operational planning and decision-making.
• Prepare timely daily, monthly, quarterly, semi-annual and annual security reports in accordance with SCI reporting requirements and approved formats.
• Monitor the implementation of safety and security plans, activities and budgets, facilitate periodic reviews, and recommend corrective actions where required.
• Provide leadership and supervision to security personnel, including recruitment support, coaching, mentoring, performance management, capacity building and annual performance appraisals.
• Ensure compliance with SCI Global Safety Security and Access Guidelines by all staff and maintain effective communication systems, including staff training on communication equipment and emergency communication protocols.
• Provide regular security updates and advice to the Head of Office (HoO), maintain liaison with security stakeholders, and coordinate incident response, post-incident reviews, crisis management and follow-up actions.
• Lead or support security investigations in accordance with SCI standards, including evidence gathering, interviews, documentation, analysis, and recommendations through established investigation procedures.
• Maintain, update and maintain all security records, documentation and reporting systems.
• Supervise all security guards in the field office and ensure effective management of guarding services.
• Coordinate with law enforcement authorities, where appropriate, to support crime prevention and maintain a secure operating environment.
• Perform any other duties assigned by the Head of Office that are consistent with the scope and objectives of SCI Afghanistan operations.

QUALIFICATIONS
Bachelor's degree in a relevant field or a minimum of 3–5 years of comparable professional experience. At least four years of progressively responsible experience with INGOs, including a minimum of three years of security management experience. Demonstrated advanced knowledge of communication technologies and their application in safety and security operations.
EXPERIENCE AND SKILLS
• Batchlor degree with at least four years of experience in Safety and Security.
• Ability to analyses information and make quick, informed decisions.
• Ability to build and manage relationships with staff, community, government, military, NGOs.
• Excellent English communication skills, both written and verbal.
• Strong training and team building skills.
• Flexible and work well under pressure.
• Competent level skills in core IT applications, particularly MS Office.
• Ability to work in challenging and complex environments.
• A commitment to the values and principles of Save the Children.
• High level of commitment to the principles of development and to the organizational and programmatic goals of Save the Children.
