Shelter for Life International (SFL) is a non-governmental, non-political, non-profit and international faith-based organization. It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. SFL is currently operational in Afghanistan, Liberia, South Sudan, Senegal and Tajikistan. Job Description

The Procurement Officer is responsible for providing comprehensive support functions to ensure smooth and efficient operations within the organization. This role involves managing procurement processes including requisition clearance, bid collection, vendor coordination, asset and inventory tracking, and logistics support for field operations and timely submission of monthly reports. as well as ensuring proper record-keeping and compliance with organizational policies. This position requires strong organizational skills, attention to detail, and the ability to multitask effectively while supporting logistic and finance departments,

Job Requirements

      ·         To receive proper clear approved requisition from the requisitioner (program) with full specified list.

·         Prepare the project procurement plan in coordination with the Project Manager and budget holders.

·         Provide market analysis at the beginning of the project and update its quarterly   

·         Make RFB (Request for Bid) to the suppliers and obtain quotation for requested items.

·         To prepare bid summary, analysis, properly to the requisitioner after completion of asset/inventory report to the asset section, properly way bill the items before sending out to any location and obtain recipient signatures.

·         Provide a list of qualified vendors for Takhar and Badakhshan Provinces.

·         To provide accurate and properly calculated cash requirements to supervisor on time required.

·         Timely trucking the project vehicles and driver for traveling to the field.

·         preparing all the leasing agreements and assisting with the monthly reporting with the supervisor.

·         keeping records for all offices including the warehouses inventory list.

·         Trucking and managing the driver, Guards and office cleaner timescale.

·         assist in delivery of goods and services to fields.

·         timely reports for the closing out of the month.

  •       To assist supervisor for any other tasks needed to be done and assigned by the supervisor.

Qualification/Requirements:

  • Minimum 4 Years of relevant experience with International NGOs or UN Agencies
  • Computer skills at the operator level, especially with MS Office packages,
  • Fluency in Dari and/or Pashto; proficiency in English is required.
  • High attention to detail, effective time management skills, strong work ethic, a willingness to learn new skills, and the ability to be a self-starter.
  • Experience in planning, reporting and budgeting.
  • Good communication skill and able to pass the massage/questions in local languages to the respondents.
  • Have good interpersonal skills and ability to work plan.
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Regional and cultural knowledge of areas of SFL field operations in Afghanistan
  • Willingness to work long hours when required
  • Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required
  • Honest, proactive, well mannered, and must share values of SFL.
  • Willing to stay in field locations
  • Ready to work, live and travel in an intricate and strenuous environment
  • Preference will be given to those candidates who are local residents and are familiar with the project implementation area and communities and who have sufficient experience in RFS project implementation.
