Job summary

The QA/QC Engineer implements the Quality Management Plan and demonstrates through documented evidence that the works comply with the specification before payment is claimed or handover is sought. The role reports to the Project Manager but keeps functional independence from production targets.

Project scope relevant to this position

–      Quality control of all civil, structural and finishing works.

–      Quality control of the electrical installation, including witnessing of MV/LV testing alongside the Electrical Engineer.

–      Materials approval, sampling and laboratory testing.

–      Punch listing, defect close-out and the handover documentation package.

Duties and responsibilities

–      Maintain and implement the Quality Management Plan, the inspection and test plan (ITP), the checklists and the submittal register.

–      Receive inspection requests, witness the work at each hold point, record the result and release or reject the activity.

–      Raise, track and close non-conformance reports, and verify that the agreed corrective action has actually been carried out.

–      Control materials approval: check certificates of conformity, take samples, arrange laboratory testing for concrete, steel and compaction, and keep the results on file.

–      Verify that only approved materials and approved subcontractors are used on the works.

–      Prepare the punch-out list at taking-over and confirm that every item is cleared within the Defects Notification Period.

–      Compile the quality records that support each monthly payment application and the final handover dossier.

–      Report quality trends and repeat defects to the Project Manager with recommended preventive action.

Reporting line

Reports to the Project Manager on site, with a functional line to the company head office.

–      Bachelor’s degree in Civil Engineering plus documented QA/QC training (certificate must be attached to the application).

–      Minimum three (3) years of position-specific QA/QC experience on construction or electrical projects.

–      Demonstrated experience preparing and closing inspection and test plans, non-conformance reports and punch lists.

–      Familiarity with concrete, steel and compaction testing and with the interpretation of laboratory results.

–      Strong document control discipline and competent use of spreadsheets.

–      Working proficiency in English sufficient to produce quality records and reports; fluency in Dari and / or Pashto.

–      Able to be based full time on site in Herat for the duration of the contract.
