Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160 as well as registered with the Ministry of Public Health of the Government of Islamic Republic of Afghanistan with the registration #762. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.

Job Description

The Social Mobilizer is responsible for engaging communities, facilitating beneficiary identification and mobilization, supporting awareness-raising activities, and promoting community participation in project interventions. The Social Mobilizer will strengthen relationships between communities, local authorities, and the project to ensure inclusive, transparent, and effective implementation of Project activities.

  •       Mobilize communities and facilitate participation in project activities.
  •        Identify and register eligible beneficiaries in accordance with project selection criteria.
  •        Conduct household visits, community meetings, and awareness sessions on project objectives and available services.
  •        Promote the participation of women, persons with disabilities, returnees, IDPs, and other vulnerable groups.
  •        Support the establishment and strengthening of Community Development Committees (CDCs) and other community structures.
  •        Assist in organizing trainings, workshops, focus group discussions, and community consultations.
  •        Disseminate project information and ensure communities understand project objectives, eligibility criteria, and complaint mechanisms.
  •        Collect community feedback, identify concerns, and refer complaints through established accountability mechanisms.
  •        Coordinate with local authorities, community leaders, and project staff to support effective implementation.
  •        Support beneficiary assessments, surveys, monitoring visits, and data collection activities.
  •        Maintain accurate records of community meetings, attendance, beneficiary registrations, and outreach activities.
  •        Prepare weekly and monthly activity reports.
  •       Ensure compliance with safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and the organization's Code of Conduct.
  • Perform any other duties assigned by the Project Manager.

Job Requirements

Qualifications And Experience

  • HSC or bachelor's in community mobilization, disability inclusion or social work.
  • A high school diploma with relevant experience may be considered.
  • 3–4 years in community mobilization and household-level engagement with persons with disabilities and their families.
  • Experience working with NGOs or humanitarian/development organizations is preferred.
  • Experience facilitating community meetings, beneficiary registration, and awareness campaigns.
  • Familiarity with working with vulnerable groups, including persons with disabilities, women, returnees, and IDPs.

Language

  • Fluency in Pashto and Dari is required.
  • Working knowledge of English is an advantage.

Skills and Competencies

  • Strong community mobilization and facilitation skills.
  • Excellent communication and interpersonal skills.
  • Good report writing and data collection skills.
  • Proficiency in Microsoft Office (Word and Excel).
  • Ability to work independently and as part of a team.
