The Position:

The Area GBV/PSEAH Analyst supports the planning, implementation, monitoring and coordination of Gender-Based Violence (GBV) and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) interventions in the duty station and surrounding areas. The Analyst provides technical, operational and coordination support to ensure high-quality, survivor-centered GBV programming and effective PSEAH safeguarding; ensure safe reporting and referral pathways , compliance and capacity strengthening across UNFPA-supported programmes and partners.

The position contributes to strengthening inter-agency coordination, reinforcing accountability to affected populations, and ensuring alignment with UNFPA policies, humanitarian standards, and national frameworks.

The position reports directly to the respective Area Coordinator.

Job Purpose:

The Area GBV/PSEAH Analyst provides technical and programmatic support for the implementation and monitoring of GBV prevention and response interventions and PSEAH systems in Herat . The position ensures quality assurance, field coordination, partner oversight, compliance with UNFPA standards, and integration of GBV risk mitigation and response, and PSEAH across sectoral programming.

You would be responsible for:

Field Coordination and Programme Support (GBV)

• Coordinate day-to-day implementation of UNFPA-supported GBV activities across the Herat Area, ensuring alignment with approved work plans and annual Country office priorities.
• Serve as the primary field-level focal point for GBV programming within the Herat Area Office coverage.
• Conduct regular field monitoring visits and provide technical support to implementing partners to ensure quality, survivor-centered services.
• Identify implementation bottlenecks and coordinate timely follow-up actions with partners and the Country Office.

PSEAH Implementation and Compliance Support

• Support the implementation of the Country Office PSEAH action plan at area level.
• Assist in SEA risk assessments and follow up on mitigation measures with implementing partners.
• Monitor partner compliance with safeguarding standards and support awareness-raising on reporting mechanisms and codes of conduct.

Field Coordination, PSEAH Engagement and Reporting

• Represent UNFPA in sub-national Protection and/or GBV coordination forums and relevant sectoral coordination forums across the Herat Area.
• Participate in inter-agency PSEA coordination mechanisms at sub-national level, as designated by the Country Office.
• Support dissemination and operationalization of inter-agency PSEA standards and referral pathways among implementing partners.
• Contribute to service mapping, referral pathway updates, and coordination of field-level responses.
• Support programme monitoring, data tracking, and preparation of periodic updates for the Country Office.

Perform any other duties as may be assigned by the supervisor or designated authority.

Education:

• Advanced university degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law or other related fields; or
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Knowledge and Experience: 

• At least two years (with master’s degree) or four years (with bachelor’s degree) of professional experience in GBV programming, protection, gender, or humanitarian response are required.
• Demonstrated experience in GBV prevention and response programming, including survivor-centered approaches is desirable.
• Experience with PSEAH/safeguarding systems, risk mitigation, and partner compliance is highly desirable.
• Experience working with NGOs and community-based organizations in fragile or humanitarian settings is desirable.
• Knowledge of inter-agency GBV guidelines, protection principles, and humanitarian coordination mechanisms is desirable.

Languages: 

Fluency in English and local language Dari and/or Pashto is required. Working knowledge of other UN languages would be an asset.
