Job Description

Job Summary:

The Senior Pharmacy Officer is responsible for planning, organizing, supervising, and monitoring all pharmacy services at Badakhshan Provincial Hospital under the EPHS project. The position ensures the availability, proper storage, rational use, and accountability of medicines and medical supplies in accordance with the Ministry of Public Health (MoPH), donor, and organizational policies and procedures. The Senior Pharmacy Officer works closely with clinical departments, procurement, logistics, and warehouse staff to maintain uninterrupted pharmaceutical services and promote safe and effective medication use.

Key Responsibilities

  • Manage and supervise the daily operations of the hospital pharmacy.
  • Ensure the continuous availability of essential medicines and medical supplies required for quality patient care.
  • Monitor medicine stock levels and prepare timely requests to prevent stock shortages or overstocking.
  • Maintain inventory records using approved stock management systems and ensure accurate documentation.
  • Ensure proper storage conditions for medicines, including temperature monitoring, FEFO/FIFO practices, and compliance with pharmaceutical standards.
  • Monitor expiry dates and coordinate timely redistribution or disposal of expired or damaged medicines according to approved procedures.
  • Review prescriptions to ensure accuracy, appropriateness, dosage, and potential drug interactions before dispensing.
  • Ensure medicines are dispensed accurately, and patients receive appropriate counseling on medication use.
  • Promote rational use of medicines throughout the hospital.
  • Participate in Drug and Therapeutics Committee meetings and implement committee recommendations.
  • Coordinate with procurement and logistics departments regarding pharmaceutical forecasting, procurement planning, and deliveries.
  • Prepare monthly, quarterly, and annual pharmacy reports as required by the organization, donor, and MoPH.
  • Conduct routine pharmacy stock audits and reconcile physical stock with inventory records.
  • Monitor controlled medicines and ensure compliance with national regulations.
  • Supervise pharmacy staff and provide technical guidance, mentoring, and on-the-job training.
  • Develop duty rosters and monitor staff performance within the pharmacy department.
  • Ensure compliance with infection prevention and control measures within pharmacy services.
  • Participate in hospital quality improvement initiatives and clinical governance activities.
  • Support emergency preparedness by maintaining emergency medicine stocks.
  • Collaborate with clinicians to address medicine-related issues and adverse drug reactions.
  • Participate in internal and external supervision, monitoring visits, and audits.
  • Ensure confidentiality of patient information and pharmacy records.
  • Perform any other pharmacy-related duties assigned by the Hospital Manager or Medical Director.

  • Minimum 5 years of progressively responsible experience in hospital pharmacy, preferably within EPHS/BPHS or humanitarian health programs.
  • Previous supervisory or management experience is highly desirable.

Required Skills and Competencies

  • Strong knowledge of hospital pharmacy management and pharmaceutical supply chain systems.
  • Good understanding of MoPH pharmaceutical regulations, EPHS standards, and essential medicines management.
  • Experience in inventory control, forecasting, quantification, and stock management.
  • Knowledge of rational drug use and antimicrobial stewardship principles.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to supervise and motivate pharmacy staff.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office applications, particularly Excel and Word.
  • Ability to work effectively under pressure and manage multiple priorities.
  • Fluency in Dari and/or Pashto; good written and spoken English is preferred.
