About Afghanistan Carpet Manufacturers & Exporters Guild

The ACMEG has been serving the Carpet industry for a long time, with a history dating back 58 years. In 1346, Carpet industry traders established the union to promote coherence in their activities. Eventually, it transformed into the Afghanistan Carpet Manufacturers & Exporters Guild and established representative offices in different zones to defend the Carpet sector. This organization is defined as an independent, non-governmental, non-political, and non-profit institution.

Currently, the ACMEG has three representative offices in Mazar-e-Sharif, Herat, and Nangarhar. It plays a crucial role in institutionalizing the process of reforms and export progress in the country. The ACMEG acts as a bridge between Carpet industry leaders, traders, investors, donors, media, and the government to help them achieve their goals. It collaborates with the government in policy formulation processes and provides necessary consultations to ensure the increase of national revenues, preservation of carpet sector interests, and purchasing power of the people.

In order to develop trade and investment, the ACMEG has undertaken programs to enhance the domestic carpet production. It believes that creating an appropriate environment for cohesion in the country is one of the primary needs of carpet industry players. Therefore, the ACMEG offers services such as advocacy and representation of the carpet sector, establishment of international relations, and collaboration with the government. The General Assembly is the highest decision-making authority in the ACMEG, while the Board of Directors is responsible for determining policies and monitoring their implementation. The executive board provides necessary services to the carpet sector.

Job Description

The purpose of this position is to provide effective executive leadership, manage administrative affairs, implement decisions of the Board of Directors, oversee daily operations, ensure coordination among different departments, and maintain effective relations with members, government institutions, private sector organizations, and national and international partners.

Job Requirements

Key Duties and Responsibilities:

1. Executive Leadership and Management

  • Lead and manage all executive and administrative activities of the Union.
  • Ensure effective implementation of decisions, resolutions, and directives of the Board of Directors.
  • Develop short-term and long-term work plans and operational strategies.
  • Supervise the performance of departments and employees.
  • Provide regular reports on activities, achievements, challenges, and progress to the Chairman of the Board of Directors.

2. Administrative Management

  • Manage and supervise daily administrative affairs of the Union’s central office and representative offices.
  • Ensure effective coordination among different departments and units.
  • Monitor compliance with internal policies, procedures, and regulations.
  • Recommend improvements to administrative systems and working procedures.

3. Coordination with Members and Institutions

  • Maintain effective communication with members, carpet producers, and exporters.
  • Coordinate with government ministries, authorities, chambers of commerce, private sector organizations, and national and international institutions.
  • Follow up on issues related to carpet production, export development, and market expansion.

4. Carpet Industry Development and Planning

  • Support the development and implementation of strategic programs for the growth of Afghanistan’s carpet industry.
  • Identify opportunities for trade promotion, export development, investment, and international cooperation.
  • Follow up on exhibitions, trade events, and promotional activities for Afghan carpets.
  • Provide recommendations for supporting and strengthening the carpet sector.

5. Financial and Operational Oversight

  • Monitor implementation of approved budgets and financial plans.
  • Ensure effective, transparent, and responsible use of Union resources.
  • Coordinate with the finance department regarding expenditures, revenues, and financial reporting.
  • Supervise operational activities to ensure efficiency and accountability.

6. Human Resource Management

  • Supervise recruitment, training, performance evaluation, and development of employees.
  • Assign duties and responsibilities to staff according to organizational requirements.
  • Promote a professional, productive, and disciplined working environment.

Authorities and Powers:

The General Manager shall have the authority to:

  • Manage and lead the executive affairs of the Union within the framework of approved policies and regulations.
  • Issue administrative instructions to employees under his/her supervision.
  • Recommend recruitment, promotion, performance improvement, and disciplinary measures according to Union regulations.
  • Sign administrative documents and correspondence within delegated authority.
  • Represent the Union in meetings and official events when authorized by the Chairman of the Board of Directors.
  • Access necessary information and documents required for effective management.

    Required Qualifications and Experience:

    • Bachelor’s degree or higher in Business Administration, Management, Economics, International Trade, or related fields.
    • Relevant experience in management, administration, and organizational leadership.
    • Strong leadership, communication, negotiation, and decision-making skills.
    • Knowledge of trade, export procedures, international markets, and the carpet industry will be considered an advantage.
    • Good computer skills and ability to prepare professional reports and official documents.
