Job Description

·       Lead and supervise the implementation of HER-AF2 activities across assigned health facilities, ensuring compliance with MoPH, BPHS/EPHS, UNICEF, and OPHCD standards.

·       Develop and implement supervision plans and conduct regular supportive supervision visits using approved tools and checklists.

·       Assess health facility performance, identify gaps, facilitate root cause analysis, and monitor implementation of corrective action plans.

·       Provide technical mentoring and on-the-job coaching to Health Facility In-Charges and healthcare providers to strengthen service quality and adherence to national clinical guidelines.

·       Lead and monitor Quality Improvement (QI) initiatives, including implementation of HQIP and other approved quality assurance approaches.

·       Monitor the availability and functionality of essential medicines, vaccines, equipment, supplies, and cold chain systems, and coordinate timely corrective actions.

·       Verify the quality, completeness, and timeliness of HMIS and project data, and collaborate with the MEAL Unit on Data Quality Assessments (DQAs) and performance analysis.

·       Analyze programme performance and key health indicators, and provide evidence-based recommendations to improve service delivery and project outcomes.

·       Supervise health facility staff performance, identify capacity gaps, and support staff orientation, mentoring, and performance improvement.

·       Ensure continuity of essential health and nutrition services during emergencies and support emergency preparedness and response activities.

·       Strengthen coordination with PPHD, DHOs, UNICEF, community structures, and implementing partners to improve referral systems and integrated service delivery.

·       Promote Accountability to Affected Populations (AAP), Complaint and Feedback Mechanisms (CFM), safeguarding, PSEA, infection prevention and control (IPC), and compliance with organizational policies.

·       Prepare accurate and timely supervisory, technical, and analytical reports, documenting key findings, corrective actions, lessons learned, and best practices.

·       Participate in coordination meetings, technical working groups, and project review forums, representing OPHCD professionally.

·       Perform any other duties assigned by the Provincial Project Manager to support successful implementation of the HER-AF2 Project.

Code of Conduct, Safeguarding and Compliance

·       The Cluster Supervisor shall comply with OPHCD's Code of Conduct, Child Safeguarding Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, Anti-Fraud Policy, Data Protection Policy, Promote gender equality, disability inclusion, and AAP and all applicable UNICEF and Ministry of Public Health regulations.

Job Requirements

·       Medical Doctor (MD) degree from a recognized institution; an MPH or other relevant postgraduate qualification is preferred.

·  Minimum 8 years of progressive experience in health programme implementation, supportive supervision, quality improvement, or health systems strengthening, preferably within BPHS/EPHS, HER, or other donor-funded health program.

·       Strong knowledge of MoPH policies, BPHS/EPHS standards, emergency health programming, and quality improvement approaches.

·       Demonstrated experience in health facility management, supportive supervision, mentoring, data analysis, and report writing.

·       Previous experience in a supervisory or managerial role with NGOs, UN agencies, or other donor-funded health projects.

·       Experience working in Khost Province with familiarity with the local health system and stakeholders is highly desirable.

·       Strong communication, coordination, analytical, and computer skills, including proficiency in Microsoft Office and HMIS/DHIS2.Fluency in Pashto is required; good command of English is preferred.

·       Willingness to travel frequently to project-supported health facilities and the ability to work under pressure while meeting reporting deadlines.
