Job Description

Position Summary / Objective

The Admin / Finance Officer will manage the daily administrative, financial, procurement, and logistical operations for the emergency response project in Helmand and Nimroz. The incumbent will ensure strict financial integrity, budget control, accurate financial reporting, petty cash management, asset tracking, and full compliance with organizational accounting practices, local laws, and donor financial standards.

4. Key Responsibilities & Operational Duties

Financial Management & Accounting:

·       Manage day-to-day accounting transactions, petty cash disbursements, bank payments, and maintain complete and auditable financial records for project activities.

·       Prepare payment vouchers, verify vendor invoices, review time sheets, and process monthly payroll for core and surge project staff in Helmand and Nimroz.

·       Monitor project budget lines, track budget vs. actual (BVA) expenditures, and prepare timely financial status reports for the Project Manager and HQ Finance Department.

·       Ensure compliance with tax laws, statutory deductions, withholding taxes, and administrative rules of Afghanistan.

Administrative & HR Support:

·       Manage day-to-day administrative operations of the field office, including office maintenance, lease agreements, utilities, and office supplies.

·       Maintain complete personnel files, attendance sheets, leave records, and performance tracking documents for field staff.

·       Facilitate administrative onboarding and administrative briefings for new core and surge employees.

Procurement & Logistics Coordination:

·       Oversee local procurement processes for office supplies, distribution site materials, and logistics services in accordance with OSID procurement SOPs.

·       Maintain an up-to-date asset register and inventory list for all project property and equipment in Helmand and Nimroz.

·       Coordinate travel arrangements, vehicle rentals, fleet maintenance, and fuel tracking for field monitoring and distribution teams.
