Experience
Minimum of 7 years of project management experience (for Master and 9 years for Bachelor in climate resilience-related infrastructure, Docusign Envelope ID: 59AC607F-1B13-86EA-82B5-D665CA485993 15 development, livelihood, Environmental Science, Hydrology, Environmental Engineering, Human Resource Management in developing countries, preferably in Afghanistan. • Familiarity with the local context, socio-political dynamics, and post- conflict/crisis situations in Afghanistan. • Experience in implementing projects funded by UNDP/UN/INGOs is an added value. • Experience in leading programme/project teams and ensuring gender equality and representation in livelihoods, climate resilient work, IWM, and its implementation. • Excellent communication skills, both oral and written, along with strong representational and interpersonal abilities.

Job Description

Job Summary

The Project Manager is responsible for the overall leadership, planning, implementation, coordination, monitoring, and successful delivery of the project in Badakhshan and Takhar Provinces. The incumbent will ensure that all project activities are implemented effectively, efficiently, and in compliance with donor requirements, organizational policies, and national regulations.

The Project Manager will lead the project team, oversee planning and budgeting, maintain strong coordination with government authorities, community stakeholders, women's groups, and development partners, and ensure timely achievement of project objectives. The position also requires ensuring quality implementation, sound financial management, risk mitigation, safeguarding compliance, and timely narrative and financial reporting while promoting gender equality, women's economic empowerment, and sustainable livelihood opportunities in the target communities.

Job Requirements

Key Responsibilities

  1. Lead the overall planning, implementation, monitoring, and completion of the project in accordance with approved work plans, budgets, and donor requirements.
  2. Provide strategic leadership and day-to-day management of the project team, ensuring effective coordination, accountability, and high performance.
  3. Develop and monitor detailed implementation plans to ensure project activities are completed on time and within budget.
  4. Coordinate closely with relevant government departments, community leaders, women's groups, private sector actors, and other stakeholders to strengthen project implementation.
  5. Promote women's economic empowerment through livelihood development, entrepreneurship, vocational skills, market access, and income-generating activities.
  6. Ensure that gender equality, social inclusion, safeguarding, and the "Do No Harm" approach are integrated throughout all project activities.
  7. Supervise project staff and provide coaching, mentoring, and technical guidance to enhance performance and capacity.
  8. Monitor project progress through regular field visits, data verification, and performance reviews, and ensure corrective actions are taken where necessary.
  9. Prepare high-quality work plans, progress reports, donor reports, success stories, and project documentation in a timely manner.
  10. Ensure effective financial management by monitoring project expenditures, budget utilization, procurement processes, and compliance with organizational and donor regulations.
  11. Identify project risks and develop practical mitigation measures to ensure successful project implementation.
  12. Collaborate with Monitoring, Evaluation, Accountability, and Learning (MEAL) staff to monitor project indicators, outcomes, and impact.
  13. Ensure accurate documentation, filing, and maintenance of project records and supporting evidence.
  14. Represent EWSSO in coordination meetings, technical working groups, and engagements with donors, government authorities, and partner organizations.
  15. Promote accountability, transparency, integrity, and ethical standards while ensuring compliance with organizational policies, safeguarding principles, and donor requirements.
  16. Perform any other project-related duties assigned by senior management in support of successful project implementation.
