About Afghanistan Cricket Board

The Afghanistan Cricket Board is the sole independent governing body responsible for managing, organizing, and developing cricket in Afghanistan. Since its establishment in 1995, Afghanistan cricket has achieved significant milestones, including obtaining affiliate membership with the International Cricket Council in 2001, associate membership with the Asian Cricket Council in 2003, and full ICC membership in June 2017. Afghanistan's National Cricket Teams are now competing among the top 10 cricketing nations globally.

Job Description

The Facility and Turf Manager is responsible for planning, managing, and supervising all projects and activities related to cricket grounds, turf, and facility maintenance. The role ensures that all grounds and academies are prepared and maintained for tournaments, training camps, leagues, and other cricket events. The Facility and Turf Manager work closely with the Domestic Cricket Department and other relevant departments to ensure effective coordination and timely delivery of all activities.

DUTIES AND RESPONSIBILITEIS:

1.     Planning & Budgeting:

  • Develop the annual work plan and budget for the Facility & Turf Department, covering maintenance, capital improvement, and construction projects.

  • Prepare project-based budgets for individual construction or renovation projects, including cost estimation, contractor expenses, materials, and equipment.

  • Monitor expenditures to ensure adherence to approved budgets and identify cost-saving measures while maintaining international standards.

  • Coordinate with the Finance Department and CEO for budget approvals, financial reporting, and justification of capital and operational expenditures.

2.     Facility & Construction Management:

  • Oversee construction, renovation, and improvement projects for cricket grounds, academies, indoor and outdoor facilities, and related infrastructure (offices, buildings, wells, etc.).

  • Ensure all construction projects meet ICC, international, and ACB standards.

  • Review project designs, cost estimations, and implementation plan in collaboration with contractors and engineering teams.

  • Monitor project progress, quality, and compliance from initiation to completion.

  • Prepare technical specifications, project documents, and action plans for each construction or development project.

  • Apply creative and analytical problem-solving for construction and turf challenges.

3.     Cricket Grounds & Pitches:

  • Design, construct, and maintain pitches for different playing conditions (red ball, white ball, T20, first-class).

  • Maintain grounds and pitches to ensure safe, professional, and international-level standards.

  • Manage grass, turf, and water systems, ensuring sustainable maintenance and irrigation.

  • Conduct inspections, leveling, and approval processes for all cricket grounds and pitches.

4.     Facility Maintenance & Operations:

  • Oversee regular maintenance of all cricket facilities, indoor and outdoor grounds, and provincial academies.

  • Manage grass cutting, watering, fertilization, and pest control programs.

  • Ensure availability and maintenance of all required equipment and machinery.

  • Monitor revenue collection and operational efficiency at all cricket grounds and academies.

  • Maintain compliance with ACB safety, environmental, and operational policies.

5.     Provincial Academies Management:

  • Supervise administration, fees, staff, and operations of provincial academies.

  • Ensure provincial facilities meet ICC and ACB standards for training and player development.

  • Coordinate with provincial teams and local management to ensure smooth operations.

6.     Coordination & Reporting:

  • Collaborate closely with Domestic Cricket, High Performance Center (HPC), and other relevant ACB departments.

  • Provide periodic reports on projects, maintenance, budgets, and operational efficiency to the CEO.

  • Ensure effective communication with contractors, suppliers, and internal teams.

7.     Standards & Compliance:

  • Ensure all facilities comply with international, ICC, and ACB standards.

  • Develop and implement procedures to maintain high-quality turf and facility operations.

  • Conduct risk assessments and enforce safety protocols across all facilities.

8.     Additional Responsibilities:

  • Travel to provincial and remote project sites as required.

  • Train, supervise, and evaluate turf and facility staff.

  • Perform any other tasks assigned by the CEO or senior management.

Job Requirements

Education:

  • Bachelor’s degree in Civil Engineering, Agronomy, Landscape Architecture, Sports Facility Management, or related field.

  • Master’s degree preferred for advanced project management, planning, and technical expertise. 

Experience:

  • Minimum 6–7 years of relevant experience with a Master’s degree, or 10–11 years with a Bachelor’s degree.

  • Proven experience in sports facility construction, turf management, and cricket ground development, including indoor and outdoor facilities.

  • Experience in planning and budgeting for annual maintenance and project-based expenditures.

  • Hands-on experience in ICC and international standard cricket pitches, grounds, and academy management.

  • Experience in grass management, irrigation, soil management, and turf cultivation for high-performance sports facilities.

  • Exposure to 3D design, AutoCAD, or other engineering and architectural software for planning cricket facilities and projects is highly appreciated.

  • Knowledge of cricket match requirements, pitch conditions, indoor/outdoor training facilities, and operational needs.

 Skills:

  • Ability to manage multiple projects efficiently, meet deadlines, and coordinate across departments.

  • Strong knowledge of ICC regulations, international cricket standards, and quality control processes.

  • Excellent analytical, planning, and problem-solving abilities for both construction and turf management.

  • Leadership and supervision skills for managing technical teams, ground staff, and provincial academy personnel.

  • Strong communication skills in English, Pashto, and Dari.

  • Willingness to travel extensively to provincial and remote project sites.

Travel Requirements:

  • The facility and turf Manager may be required to travel extensively across the country.

  • Must be able to travel and balance work/life priorities.
