Senior Ophthalmologist - Part Time

The International Assistance Mission (IAM) is an International Non-Government Organization registered in Switzerland (registration #CH-660-1239000-6) and Afghanistan (registration #001). IAM is one of the oldest NGOs in Afghanistan. IAM established the NOOR (National Organization for Ophthalmic Rehabilitation) Eye Care Programme in 1966 with the goal of providing high quality and affordable access to eye care to the people of Afghanistan.

Job Purpose:

The Ophthalmologist is responsible for providing safe, ethical, evidence-based, and patient-centered ophthalmic care at Kandahar Noor Eye Hospital. The position involves comprehensive clinical assessment, diagnosis and management of ophthalmic conditions, outpatient consultation, pre-operative evaluation, surgical and peri-operative care, post-operative follow-up, emergency ophthalmic management, appropriate referral, clinical documentation, and participation in quality improvement activities.

Key Responsibilities and Tasks (with approximate % of time):

1.     OPD and Clinical Care (20%)

·       Conduct comprehensive ophthalmic examinations and take relevant patient history.

·       Diagnose and manage ophthalmic diseases and conditions.

·       Prescribe appropriate medicines and treatment according to clinical findings.

·       Identify patients requiring surgery, further investigation, specialist care, or referral.

·       Provide patients and attendants with clear information about diagnosis, treatment, risks, and follow-up.

·       Maintain professional, respectful, confidential, and patient-centered care.

2.       Pre-Operative Care (15%)

·       Assess and confirm patients' suitability for ophthalmic surgery.

·       Review medical and ophthalmic history, examination findings, and required investigations.

·       Confirm the correct patient, eye, diagnosis, and planned procedure.

·       Obtain and document informed consent according to approved procedures.

·       Explain expected outcomes, risks, complications, and post-operative requirements.

·       Coordinate with OT nurses and ophthalmic technicians to ensure appropriate surgical preparation.

3.       Surgical Responsibilities (30%)

·       Perform approved ophthalmic surgical procedures within professional competence and authorization.

·       Follow approved surgical techniques, patient-safety measures, and infection prevention procedures.

·       Maintain strict aseptic and sterile practices.

·       Identify and appropriately manage intra-operative complications.

·       Ensure complete and accurate surgical documentation.

·       Report serious complications or unexpected clinical incidents to the Medical Senior Ophthalmologist.

4.       Post-Operative Examination & Follow-up (15%)

·       Conduct immediate and scheduled post-operative examinations.

·       Monitor patients for complications and provide appropriate treatment.

·       Prescribe and explain post-operative medications and precautions.

·       Identify and manage post-operative complications or arrange timely referrals.

·       Ensure appropriate follow-up and documentation of surgical outcomes.

5.       Emergency and Referral Services (5%)

·       Assess and manage ophthalmic emergencies within available capacity.

·       Identify cases requiring urgent referral and ensure timely referral to an appropriate facility.

·       Document emergency care and referral decisions.

6.       Infection Prevention and Patient Safety (5%)

·       Strictly follow KNEH infection prevention, sterilization, and patient-safety procedures.

·       Immediately report suspected surgical infections, endophthalmitis, or other serious clinical incidents.

·       Participate in investigations, clinical reviews, and corrective actions when required.

7.       Documentation and Clinical Reporting (5%)

·       Maintain accurate, complete, and confidential patient and surgical records.

·       Provide required clinical information for hospital statistics, reports, audits, and programmed monitoring.

·       Participate in clinical meetings, case reviews, surgical audits, and quality-improvement activities.

8.       Teamwork, Training and Professional Conduct (5%)

·       Work effectively with nurses, ophthalmic technicians, refractionists, pharmacists, and other hospital staff.

·       Support clinical training, mentoring, and knowledge sharing among relevant staff.

·       Comply with IAM/NOOR Programme safeguarding requirements and Code of Conduct.

·       Maintain professional ethics, confidentiality, accountability, punctuality, and respectful behaviour.

·       Perform other reasonable clinical duties assigned by the Medical Director/Senior Ophthalmologist.

Qualifications, Skills and Experience:

1.       Educational Background:

·       Medical Doctor (MD) or equivalent recognized medical qualification.

·       Recognized postgraduate qualification in Ophthalmology or equivalent specialist training.

·       Valid professional registration/license.

·       Relevant experience in ophthalmic clinical practice and, preferably, ophthalmic surgery.

·       Good communication, clinical judgement, teamwork, and patient-care skills.

2.       Professional Experience:

·      At least three years’ practical experience in eye care after suitable ophthalmic training.

·      At least one year’s experience in teaching medical students and ophthalmology residents after suitable ophthalmic training.

3.       Technical Skills:

·       Proficiency in advanced surgical techniques, laser treatments, and ophthalmic imaging technologies.
