POSITION OBJECTIVE
The Provincial Manager for the Community Led Disaster Risk management [CLDRM] Project will provide strong management, leadership and coordination to ensure the successful implementation of the project in one of 6 provinces [Herat, Kabul, Ghazni, Logar, Kunar and Nuristan] of Afghanistan. This individual will be reporting to Snr. Manager – Project Implementation - PCIO based at Kabul and will be responsible for overall project management and maintaining relationships with the Provincial Cluster Implementation Office [PCIO], Project Management Unit (PMU), donor representatives, and other stakeholders while overseeing monitoring, evaluation, and knowledge management. The Provincial Manager will ensure compliance with standards and deliverables while providing robust oversight and representing the Aga Khan Foundation, Afghanistan, in meetings, forums, and Provincial and national working groups.
JOB DUTIES AND RESPONSIBILITIES
Leadership and program Team Management
• Lead the project team at province effectively, fostering collaboration and motivation.
• Ensure active participation in project planning, review, and evaluation activities.
• Organize and facilitate regular team meetings to align efforts and address challenges.
• Provide guidance and support to team members to ensure timely implementation of project activities within scope and budget.
Leadership and support team management
• Lead Project operation team at province effectively for providing support on admin, logistics, procurement and IT function and monitor the performance with close cooperation of PCIO.
• Oversee project procurement processes to ensure fairness, accountability, and transparency.
• Lead project finance team effectively for providing support on financial transactions as per ADB complied with norms and monitor financial performance with close cooperation of PCIO Kabul.
• Lead new project staff recruitment and performance assessment in close coordination of NPO HR.
• Lead Gender aspects effectively for providing support on GEWE and safeguarding in close coordination of PCIO Kabul and GEWE NPO Kabul.
• Lead safeguarding issues effectively for providing support on safeguarding in close coordination of Project Lead PCIO and Safeguarding Unit NPO Kabul.
• Developing system for staff safe travel within project areas with support of NPO Security team.
• Ensure budget allocation aligns with project needs and priorities.
Stakeholder Engagement and Coordination
• Coordinate with governmental stakeholders at provincial level.
• Coordinate with community stakeholders in project area.
• Coordinate with Provincial Cluster Implementation Office [PCIO] for smooth implementation of the project.
• Facilitate donors and other relevant stakeholders visit at provincial level.
• Conduct project presentations and lead the process of MoU’s with line ministries.
• Facilitate reporting of achievements and coordinate field visits with stakeholders.
• Manage the smooth closure of the project in collaboration with relevant parties.
Project Documentation and Compliance
• Develop, review, and maintain project documents, tools, and guidelines.
• Ensure strict adherence to the ADB and AKF regulations, Compliances and procedures.
• Implement compliance measures to mitigate risks and ensure transparency.
• Provide management support to enhance the quality of implementation and technical approaches.
Planning and Reporting
• Lead the preparation of the project inception phase.
• Develop comprehensive project implementation plans, annual budgets, and narrative reports.
• Collaborate closely with the program team to address and requests from donors, PMU, and internal management.
• Maintain clear communication with all stakeholders regarding project progress.
Capacity Building and Process Improvement
• Provide internal capacity building to enhance AKF staff's understanding of donor requirements.
• Define and document project management processes that align with internal and external compliance standards.
• Continuously improve project management strategies based on lessons learned and best practices.
• Conduct regular field visits to assess implementation progress and gather insights.
Technical Coordination and Quality Assurance
• Collaborate closely with the Provincial Cluster Implementation Office and relevant National sector Leads to ensure alignment with project plans and procedures.
• Oversee the survey, design, and implementation of project activities to ensure compliance with standards.
• Monitor social and environmental measures to minimize negative impacts.
• Emphasize quality in all aspects of project activities execution.
Monitoring, Evaluation, Research, and Learning (MERL)
• Coordinate with the MERL team to develop an accurate project monitoring plan.
• Ensure that technical indicators are well-defined and measurable.
• Use monitoring data to inform decision-making and adjust project strategies as needed.
Communication and Outreach
• Develop relevant studies and communication materials for external audiences.
• Highlight project achievements, impacts, lessons learned in close coordination with programme support and partnership units.
• Maintain regular communication with PMU and donors to address project-related matters. To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
• Represent the project at provincial government and donor meetings, participate in strategic discussions and planning, and provide necessary information to AKF units, donor/PMU, and Government Agencies.
• Any other relevant additional responsibility delegated by supervisor.
