Background and Purpose CHA, in cooperation with WFP, implements emergency food and cash-based assistance to vulnerable households in Balkh Province. The Supervisor ensures effective field-level implementation in line with project plans, WFP requirements, humanitarian principles, SOPs, accountability standards, and CHA policies. The role provides day-to-day leadership to field teams and ensures beneficiary registration, verification, distribution, monitoring, community engagement, complaint handling, and reporting are conducted accurately, safely, transparently, and with dignity. 2. Objective To ensure high-quality, timely, and accountable delivery of WFP-supported assistance by coordinating field operations, supervising staff, maintaining data quality, identifying risks, and ensuring compliance with WFP and CHA procedures. 3. Key Responsibilities • Coordinate with stakeholders, including ANDMA, district authorities, community elders, and partners, before surveys, CFAC creation, distributions, and related activities. • Supervise community mobilization, project orientation sessions, and beneficiary selection/verification in line with approved eligibility criteria and SOPs. • Provide orientation to project staff on project scope (duration, target communities, households, food or cash amounts, etc.). • Oversee the selection of target villages and warehouse sites in consultation with communities and stakeholders. • Manage distribution sites, crowd control, and beneficiary flow to ensure order, safety, and dignity. • Supervise preparation of distribution sites, notify beneficiaries, and oversee food or cash distributions effectively and transparently. • Conduct daily field visits to monitor activities, identify challenges, and provide on-the-spot guidance to staff. • Ensure proper reconciliation of distributed commodities/cash with beneficiary lists and documentation, including logbook preparation and safekeeping. • Establish and maintain complaint and feedback mechanisms, ensuring Help Desks are functional, accessible, and confidential. • Record, refer, and follow up on complaints in line with accountability to affected populations (AAP) standards. • Lead, coach, and motivate field teams; assign tasks, monitor performance, and provide constructive feedback. • Provide regular training to staff on policies, procedures, and ToRs; identify training needs and support capacity building. • Ensure staff compliance with CHA and WFP policies, humanitarian principles, and safeguarding standards. • Prevent duplication and remove ineligible beneficiaries; report fraud, diversion, exploitation, abuse, or corruption immediately through authorized channels. • Safeguard beneficiary information and ensure confidentiality in all data handling. • Maintain effective communication with Project Manager, MEAL/M&E, Logistics, Finance, and other CHA and WFP units. • Coordinate with local authorities, community leaders, and partner organizations to facilitate smooth project implementation. • Represent CHA and WFP at district-level coordination meetings when required; build trust and maintain respectful relationships with communities. • Prepare accurate daily, weekly, and monthly reports on registration, distribution, monitoring, and complaints. • Maintain complete, organized, and secure project documentation. • Escalate operational challenges, discrepancies, and incidents promptly to the Project Manager; document corrective actions taken. • Identify operational risks, access constraints, and security concerns; propose practical solutions to ensure continuity of assistance. • Ensure compliance with security protocols and act as the first point of escalation for field-level issues. 4. Key Deliverables • Approved field work plans implemented within timelines. • Accurate beneficiary registration, verification, and SCOPE/MoDA records. • Properly supervised distributions with complete documentation. • Timely and accurate reporting. • Monitoring/PDM findings documented and corrective actions followed up. • Complaints and feedback recorded, referred, and resolved. • Operational problems and safeguarding concerns escalated promptly. • Secure handling of project data and beneficiary information. • Evidence of compliance with WFP and CHA standards. Working Conditions • Field-based role requiring frequent travel to remote areas. • Extended hours during registration, distribution, or emergencies. • Interaction with large numbers of beneficiaries and community representatives. • Strict adherence to CHA and WFP security, access, and operational instructions. • No authority to alter eligibility criteria, beneficiary lists, entitlements, or schedules; all exceptional cases must be referred through authorized channels. 9. Reporting & Accountability The Supervisor reports directly to the Project Manager / Area Manager and is accountable for the quality, accuracy, timeliness, and safe delivery of field implementation. The Supervisor ensures staff compliance with CHA/WFP requirements and escalates unresolved operational or protection concerns.
