Modern Agriculture and Animal husbandry Organization (MAAO) is a national, non-political, non-profit, non-governmental organization founded on the principles of human dignity, inclusion, and community empowerment. Registered with the Ministry of Economy of Afghanistan, MAAO is headquartered in Mazar-e-Sharif, Balkh Province, and is committed to applying relevant national requirements and international standards in its programs and operations.

MAAO works across multiple provinces of Afghanistan to promote sustainable livelihoods and economic opportunities by improving agricultural and livestock productivity, supporting education and vocational skills, promoting rural development, strengthening community capacities, and contributing to stronger and more resilient civil society. The organization places particular emphasis on the inclusion and empowerment of women and other vulnerable and marginalized groups.

MAAO has expertise in agricultural training and extension, agricultural education and capacity development, livestock productivity, value chain development, vocational skills training, handicrafts, hygiene promotion, health and nutrition, maternal and child nutrition, and other related areas. Through these interventions, MAAO supports communities to strengthen their livelihoods, improve food security, enhance resilience, and increase access to sustainable economic opportunities.

In line with its commitment to supporting food-insecure and vulnerable communities affected by drought, malnutrition, displacement, and other shocks, MAAO prioritizes assistance to the most vulnerable and marginalized households. This includes pregnant and breastfeeding women (PBW), children under two years of age (CU2), persons with disabilities, women-headed and elderly-headed households, and other households identified through appropriate vulnerability and needs-based targeting mechanisms.

Job Description

Position Summary:

The Crowd Controller will support safe, orderly, and dignified food/cash distribution activities by managing beneficiary movement, queues, entry and exit points, and crowd flow at distribution sites. The position will work closely with the distribution team and supervisor to minimize congestion, prevent conflicts, identify safety risks, and facilitate priority access for vulnerable beneficiaries. The incumbent is expected to maintain a calm, respectful, impartial, and professional approach while complying with MAAO policies, donor requirements, humanitarian principles, safeguarding, PSEA, and Do No Harm principles.

 

Major Area of Responsibilities:

 

a)      Key Responsibilities

o      Manage beneficiary flow, entry and exit points, queues, waiting areas, and orderly movement during food/cash distributions.

o      Support the organization and preparation of distribution sites, including barriers, designated waiting areas, and safe access/exit routes.

o      Facilitate priority and safe access for elderly persons, persons with disabilities, pregnant and breastfeeding women, and other beneficiaries with specific needs.

o      Provide clear, respectful instructions to beneficiaries regarding queues, movement, and distribution procedures.

o      Monitor crowds to identify congestion, conflicts, safety risks, or other issues and report them promptly to the supervisor.

o      Support the prevention and de-escalation of minor conflicts through calm and respectful communication.

o      Coordinate closely with distribution staff and other field personnel to ensure smooth and timely distribution.

o      Support crowd management during off-the-truck distributions, where applicable.

o      Immediately report serious incidents, injuries, security concerns, safeguarding issues, or other emergencies through established procedures.

o      Ensure beneficiaries are treated with dignity, respect, impartiality, and without discrimination.

o      Maintain compliance with humanitarian principles, PSEA, safeguarding, protection, and Do No Harm requirements.

o      Provide feedback to the supervisor on crowd-management challenges, safety concerns, and recommendations for improvement.

o      Perform other relevant duties assigned by the line manager in support of safe and effective distribution activities.

 

b)      Soft Skills

o      Ability to cope well under pressure, work irregular hours and meet tight deadlines

o      Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures

 

c)       Additional Job Responsibilities

o      The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience.

Job Requirements

Required Qualifications and Experience

·         High School Diploma or Bachelor degree in any related fields.

·         Reading, Writing and understanding in English, will be an asset.

·         Minimum of 1-2 years of work experience in crowed management.

·         Organizational and communication skills, with the ability to effectively present information and respond appropriately to questions in the field.

·         Experience working with national or international NGOs, is an advantage.

·         Experience working with communities, and field-based teams.

·         Experience working in emergency or remote field environments is preferred.

Required Skills and Competencies

·         Good understanding of humanitarian principles, and assistance programming.

·         Knowledge of beneficiary targeting, verification, registration, and food/cash distribution processes.

·         Understanding of AAP, CFM, protection, safeguarding, and Do No Harm principles.

·         Having knowledge of data collection, verification is an asset.

·         Experience with KoboToolbox, ODK, MODA, or similar digital data-collection tools is an asset.

·         Communication and interpersonal skills.

·         Strong attention to detail and commitment to accuracy.

·         Willingness and ability to travel frequently to remote and challenging locations.

Language Requirements

·         Fluency in Dari and/or Pashto or Uzbek is required and knowledge of English, particularly reading and understanding is an advantage.
