Job Description

The Construction Engineer will play a central role in the planning, implementation, and supervision of construction and renovation projects for educational infrastructure, including transitional classrooms, permanent school structures, and WASH (Water, Sanitation, and Hygiene) facilities. Working on a full-day schedule across 5 to 6 days per week, this position demands strong technical expertise in civil engineering, the ability to prepare and interpret structural designs and BOQs, and the capacity to ensure quality compliance with national standards, donor requirements, and organizational policies. The role requires close collaboration with technical teams, contractors, School Management Committees (SMCs), community stakeholders, and government authorities to deliver projects safely, on time, and within budget.

Key Responsibilities

1.       Project Planning, Design & BOQ Development

Develop detailed Bills of Quantities (BOQs), construction drawings, and technical specifications for educational infrastructure and WASH projects.

Conduct site assessments and technical feasibility studies to evaluate site suitability, environmental factors, and community needs prior to project launch.

Assist in preparing tender documentation, bid evaluations, and School Improvement Plans (SIPs) in coordination with program, procurement, and community leadership teams.

2.       Construction Oversight, Safety & Quality Control

Supervise daily site activities to ensure contractors adhere strictly to approved engineering designs, BOQs, work schedules, and health/safety guidelines.

Oversee the construction and renovation of gender-segregated latrines and integrated handwashing stations to meet safety, accessibility, and hygiene standards.

Conduct regular on-site quality inspections, maintain structured construction logs, and implement early risk mitigation for potential technical or schedule delays.

Ensure full compliance with national building codes, environmental guidelines, and occupational safety rules (including PPE usage and hazard management).

3.       Communication, Reporting & Resource Management

Act as the primary technical liaison between contractors, local government engineers, SMCs, donors, and internal project teams.

Prepare and submit clear weekly, monthly, and ad-hoc engineering progress reports, photographic documentation, and budget tracking summaries.

Support material procurement verification upon delivery, manage site logistics, and monitor construction expenditures against project budgets.

4.       Capacity Building & Community Engagement

Provide technical guidance and on-the-job training to SMCs, field supervisors, junior engineers, and site laborers on facility maintenance and construction standards.

Lead community awareness sessions on WASH facility standards, environmental safety, and sustainable resource usage.

Job Requirements

Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related field. Professional certifications in project management or WASH engineering are a distinct asset.

Experience: Minimum of 3–5 years of proven experience in school and WASH construction projects, preferably within the humanitarian or educational development sector. Demonstrated track record in BOQ preparation, site supervision, and contractor management.

Technical Skills: Proficiency in AutoCAD, MS Project, and MS Office Suite. Strong technical knowledge of structural design principles, construction materials, and WASH engineering standards. Demonstrated ability to interpret complex technical drawings, bills of quantities, and structural safety guidelines.

Soft Skills & Competencies: Strong project management, problem-solving, and organizational capabilities to handle full-day schedules (5–6 days/week). Excellent communication, negotiation, and interpersonal skills to engage effectively with non-technical stakeholders. Fluency in Dari and Pashto; high proficiency in professional English is required.
