Job Description
We are looking for an experienced, responsible, and professional Human Resources Manager to lead and manage the company’s Human Resources function.
The HR Manager will be responsible for managing key HR activities, including recruitment and staffing, employee relations, performance management, workforce planning, training and development, HR policies and procedures, personnel administration, employee records, and compliance with applicable labor laws and company regulations.
The position will work closely with senior management and department heads to ensure that the company has the right people, systems, and HR practices to support its current operations, projects, and future growth.
The successful candidate will be expected to contribute to
building a professional, respectful, productive, and well-organized working
environment where employees can develop and perform effectively.
Job Requirements
Key Responsibilities
- Manage the company’s day-to-day HR operations and ensure
proper implementation of HR policies and procedures.
- Manage recruitment, selection, onboarding, employee
transfers, promotions, contract renewals, and separation processes.
- Work with department heads and project managers to identify
staffing needs and prepare manpower plans.
- Maintain employee contracts, personnel files, attendance, leave records, job descriptions, and HR databases.
- Monitor attendance, overtime, leave, payroll-related
information, benefits, allowances, and deductions in coordination with Finance
& Accounting.
- Support salary structures, compensation, benefits, and
incentive programs.
- Ensure compliance with Afghan labor laws, employment
regulations, contracts, and company policies.
- Prepare HR plans, budgets, reports, workforce statistics,
organizational charts, and HR KPIs.
- Support organizational development, workforce planning, succession planning, and employee engagement.
- Coordinate with government authorities and relevant external
organizations on HR and labor matters.
- Provide HR advice and workforce-related recommendations to senior management.
- Perform other HR-related duties assigned by management.
Qualifications & Requirements
- Bachelor’s degree in Human Resources Management, Business
Administration, Management, Psychology, Law, or a related field.
- Minimum 5 years of relevant HR experience.
- Strong knowledge of recruitment, employee relations,
performance management, HR administration, and workforce planning.
- Good knowledge of Afghan labor laws and employment
regulations.
- Experience in project-based, construction, EPC, oil & gas,
mining, industrial, trading, or engineering companies is preferred.
- Experience with HRMS, ERP systems, HR databases, and
employee records is preferred.
- Proficiency in Microsoft Word, Excel, PowerPoint, and
Outlook.
- Professional HR certification such as SHRM, CIPD, HRCI, PHR,
or SPHR is an advantage.
- Good command of English; Dari and Pashto are required or highly preferred. Russian is an advantage.
- Strong leadership, communication, analytical,
organizational, and problem-solving skills.
