OCHR is a national non-governmental organization established in Afghanistan in 2015 to play a vital role in humanitarian and development settings, and to contribute towards the peace building in the country where the people can live in amity and harmony.

In humanitarian situations emerging as result of conflict or natural disasters, natural, the response encompasses the provision of tools and resources i.e. to reduces the suffering and increase self-sufficiency.

Job Description

Key Duties and Responsibilities: 

        Map target communities, stakeholders, services, access constraints and protection risks in coordination with the project team.

        Conduct community outreach and explain project objectives, eligibility criteria, available services, schedules and feedback channels accurately.

        Support transparent, non-discriminatory identification and verification of participants without making promises or requesting any payment or favour.

        Coordinate with community elders, shuras, religious leaders, families, authorities and service providers to enable safe access for women and adolescent girls.

        Support female project staff and safe-space teams with locally appropriate access arrangements, referrals, market linkages and community acceptance.

        Conduct household visits, community dialogues and focus-group discussions using approved tools and safeguarding procedures.

        Identify vulnerable individuals and protection concerns, obtain consent and facilitate referral through established pathways; do not undertake specialized case management unless trained and formally assigned.

        Help establish and maintain community groups, participant lists, session schedules and follow-up records, ensuring data accuracy and confidentiality.

        Monitor community perceptions, misinformation, exclusion risks and access barriers and report findings promptly to the supervisor.

        Perform duties in accordance with OCHR policies, the signed Programme Document, the approved workplan, and applicable Donor standards and guidance.

        Promote safe, dignified and inclusive access to services, applying do-no-harm, confidentiality, informed consent and survivor-centred principles.

        Comply with OCHR safeguarding, child safeguarding, prevention of sexual exploitation and abuse, code of conduct, anti-fraud and conflict-of-interest requirements.

        Explain available feedback and complaint channels to participants and promptly report safeguarding concerns through approved confidential pathways.

        Maintain accurate, sex- and age-disaggregated activity records and submit timely daily, weekly and monthly information to the supervisor using approved formats.

        Coordinate respectfully with project colleagues, community representatives, relevant authorities and service providers while protecting personal data.

        Participate in orientation, supervision, team meetings, capacity-building activities and performance reviews, and carry out other project-related duties assigned by the supervisor.

Job Requirements

        Bachelor’s degree in Social Work, Sociology, Community Development, Social Sciences or a related field.

        Minimum two years of experience in social work, community mobilization, outreach, protection or humanitarian programming.

        Good knowledge of the target communities, local structures, cultural norms and access conditions in Nuristan or Nangarhar.

        Understanding of accountability to affected populations, safeguarding, PSEA, inclusion, referral and confidentiality principles.

        Proven ability to engage respectfully with elders, authorities, men, boys, women and youth while supporting women’s and girls’ safe participation.

        Strong facilitation, negotiation, conflict-sensitivity, data-collection and report-writing skills.

        Fluency in the relevant local language is required; Dari and/or Pashto literacy and basic English are an advantage.
