Its core thematic areas include Community Physical Infrastructures, Water Supply Sanitation and Hygiene, Disaster Risk Reduction, Social Welfare /Protection, Sustainable Livelihood, Education, Cultural Support and Health Services. 

Qatar Charity is seeking competent and experienced professionals to support the Advocacy Component of an ECHO Funded project, with a focus on advocacy for child protection across Education in Emergency, (EiE).

Job Description

1. OPERATIONAL CONTEXT & STRATEGIC PURPOSE (ECHO HIP 2026)

ECHO HIP 2026 Framework: Within the ECHO HIP 2026 consortium, Qatar Charity serves as We World’s (WW) implementing partner while adding strategic advocacy value to the wider consortium through its diplomatic status, established presence, and proactive engagement with authorities. The position will support effective stakeholder engagement from local and national authorities to international actors, ensuring alignment, compliance, and coordinated implementation across Education in Emergencies, Child Protection, and WASH programming.

Core Objective: Lead Qatar Charity’s strategic stakeholder engagement and advocacy role for protection integration across EiE programming, in close coordination with WeWorld (WW) and sectoral implementing partners TLO and OHW. The role will translate jointly collected evidence into data-driven advocacy products and engagement processes at national and international levels, culminating in a policy brief, targeted dissemination, and participation in a High-Level Regional Conference.

 

Segment 1: Principled Advocacy, Humanitarian Access & Policy Escalation

Strategic Stakeholder Engagement: Design and implement a structured stakeholder engagement approach that leverages Qatar Charity’s diplomatic access and operational relationships to facilitate constructive dialogue with local authorities, national institutions, clusters, donors, and international actors.

Evidence-Based Advocacy Leadership: Lead the conversion of jointly collected field data, partner analysis, and sectoral evidence into clear advocacy messages, policy positions, and engagement priorities that support protection integration across Education in Emergencies programming.

Policy Brief and manual Development and Dissemination: Coordinate the drafting, validation, and dissemination of a concise policy brief that reflects consortium evidence, protection concerns, and actionable recommendations for authorities, donors, clusters, and regional stakeholders.

Segment 2: Inter-Agency Cluster Integration & Multi-Stakeholder Facilitation

Consortium Coordination: Coordinate closely with WeWorld (WW) and sectoral implementing partners TLO and OHW to ensure that advocacy priorities, messages, evidence, and external engagement are harmonized across the consortium and aligned with agreed protection and EiE objectives.

National and International Advocacy Engagement: Represent and support Qatar Charity’s advocacy engagement at national and international levels, ensuring that consortium evidence and protection priorities are communicated through appropriate forums, coordination platforms, donor dialogues, and regional advocacy opportunities.

High-Level Regional Conference Support: Prepare advocacy content, briefing materials, talking points, and partner inputs for Qatar Charity’s participation in the High-Level Regional Conference, ensuring that consortium recommendations are clearly presented and strategically positioned.

Segment 3: Protection Mainstreaming, Safeguarding & Donor Compliance

Protection Integration across EiE: Ensure that advocacy messages, policy recommendations, stakeholder engagement processes, and public-facing products consistently promote protection integration across Education in Emergencies programming, with attention to child protection, inclusion, safeguarding, and accountability to affected populations.

Joint Data Collection and Advocacy Quality: Work with consortium partners to support coordinated data collection, evidence validation, documentation of protection concerns, and quality assurance of advocacy outputs, ensuring that all external messages are accurate, sensitive, and aligned with agreed consortium approaches.

Compliance, Visibility, and Partner Alignment: Maintain compliance with donor visibility, consortium communication protocols, and operational sensitivities, while ensuring that Qatar Charity’s advocacy role strengthens rather than duplicates the technical leadership of WeWorld (WW), TLO, and OHW.

Job Requirements

Education: Master’s degree in International Relations, Human Rights, Humanitarian Law, Political Science, or Development Studies.

Experience: Minimum 5 to 7 years of senior experience in humanitarian policy, advocacy leadership, and cluster engagement in Afghanistan. Demonstrated expertise with DG ECHO guidelines and Consortium models required.

Technical Skills: Expert technical drafting, high-level policy negotiation, advocacy strategy formulation, and thorough understanding of UN/HRP coordination structures.

Languages: Fluent English (written and spoken) with native proficiency in Pashto and Dari.
