About Organization for People’s Health in Action (OPHA)

The Organization for People’s Health in Action (OPHA) is an independent, non-governmental, non-political and non-profit organization dedicated to the development of Afghanistan. OPHA focuses on implementing projects in healthcare, community development, capacity building, and the empowerment of women and youth.

OPHA was established in October 2017, and is officially registered with the Ministry of Economy. The organization is currently delivering essential healthcare services in Laghman & Ningarhar provinces.

OPHA is going to start a new project (Integrated primary health and nutrition services in the area of return for returnees and host communities in Nuristan provinces) funded by AHF-OCHA. In this project we will newly establish 12 Health Facilities (10 SHCs & 2 MHNTs) in Mandol, Doab, Nurgaram, Waygal & Paron districts of Nuristan province.

Job Description

General Responsibilities:

Responsibilities of the Project Manager includes but not limited to project management, responsible for coordinating project activities with all stockholders and reporting to the line manager. The project manager will be mainly responsible of the above stated project in the provinces in term of overall Sub Health Center (SHC) & MHNT management.

Specific Duties:

  • Coordinating the project activities between stockholders.
  • Developing project plan according to project requirements.
  • Regular follow up of project work plan and provide monthly and quarterly based project activities progress toward achieving project goal and objectives.
  • Ensure the project indicators are achieved.
  • Preparing the project activity report timely basis.
  • Regularly visits from service delivery points and carrying out the supervision and on job trainings.
  • Identify and share with immediate supervisors any gaps which interfere in the delivery of services or in achieving the program objectives and provide the report to his/her immediate supervisor.
  • Attend the technical meetings and other forums.
  • Active participation the provincial level PPHD and others relevant stakeholder’s coordination meetings.
  • Prepare monthly, quarterly project plan.
  • Provide and timely submit monthly and quarterly activities and technical narrative reports to the line manager. 
  • Regular reporting of project activities in Report Hub.
  • Regular data entry and reporting of HMIS in DHIS2
  • Regular data collection, analysis, interpretation and provide feedback and take corrective actions.
  • Regular project budget follows up
  • Perform other related tasks assigned by line manager.

Job Requirements

Education & Experience:

··        Medical degree (MD) or Public Health; a Master of Public Health (MPH) degree is preferred.

·        At least 3 years of experience in project management with non-governmental health organizations.

  • Familiarity with Nuristan provinces and related region highly preferred
  • Travel to the pre-defined districts of Nuristan provinces is must

Other skills:

·        Proven experience and strong skills in project management, including planning, implementation, monitoring, and evaluation.

·        Excellent leadership and team management skills to foster collaboration and achieve project objectives.

·        Strong interpersonal, communication, and presentation skills to effectively engage with stakeholders, clients, and team members.

·        Ability to build and maintain positive relationships with stakeholders, ensuring effective coordination and cooperation.

·        In-depth knowledge and experience in AHF, BPHS/EPHS or other related health projects implementation.

·        Proficiency in national languages (Pashto/Dari) and English, both written and spoken.

·        Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint) and relevant project management tools.

·        Excellent strategic planning, problem-solving, and decision-making skills.

·        Ability to develop high-quality reports and ensure timely submission to relevant authorities.

·        Knowledge of budget management and financial oversight to ensure cost-effective project implementation.

·        Strong analytical and critical-thinking skills to assess project progress and address challenges proactively.

·        Demonstrated ability to work under pressure and manage multiple tasks efficiently.
