Vision Development Organization (VDO) is an Afghan, women-led humanitarian and development organization established in 2015. VDO implements humanitarian and development programmed across Afghanistan in education, health and nutrition, emergency response, WASH, agriculture and rural development, livelihoods and economic growth, protection, climate resilience and related areas.

VDO is committed to safe, accountable and professional operations and maintains strong standards relating to safeguarding, PSEAH, staff safety, responsible use of organizational assets and service to communities.

Job Description

Position Summary

The Driver is responsible for providing safe, reliable and timely transportation for VDO staff, authorized visitors, consultants and organizational materials. The Driver is responsible for the proper use, cleanliness, basic maintenance and daily inspection of the assigned vehicle and must comply with VDO's vehicle management, security, movement and administrative procedures.

The Driver is expected to demonstrate safe driving, professionalism, punctuality, confidentiality and respectful conduct, particularly when transporting women staff, international personnel, visitors and other authorized passengers.

Key Duties and Responsibilities

A. Driving and Transportation

  • Safely transport VDO staff, visitors and authorized passengers to approved destinations.
  • Undertake official travel within Kabul and to provinces/project locations when authorized.
  • Follow approved routes, movement plans and security instructions.
  • Ensure passengers use seat belts and applicable safety requirements are followed.
  • Observe traffic laws, speed limits and VDO safe-driving requirements.
  • Never use a mobile phone while driving except through an approved hands-free arrangement where permitted.
  • Never drive under the influence of alcohol, drugs or any substance that may impair driving ability.
  • Do not transport unauthorized persons or materials in VDO vehicles.
  • Remain available at the designated location during official assignments unless otherwise instructed.

B. Vehicle Inspection and Maintenance

  • Conduct a daily vehicle inspection before movement.
  • Check fuel, engine oil, coolant, tires, brakes, lights, battery, mirrors, seat belts and other essential components.
  • Ensure the vehicle contains the required spare tire, tools, first-aid kit, fire extinguisher and other required safety equipment.
  • Immediately report mechanical problems, damage or unusual vehicle conditions.
  • Coordinate authorized servicing and maintenance with the responsible Operations/Admin staff.
  • Keep the assigned vehicle clean and in good operating condition.
  • Do not arrange unauthorized repairs or purchase vehicle parts without required approval.

C. Vehicle Documentation and Logbook

  • Maintain an accurate vehicle logbook for every official journey.
  • Record date, destination, departure/return time, opening/closing mileage and other required information.
  • Maintain accurate fuel records and submit fuel receipts/documents as required.
  • Monitor vehicle registration, insurance and other documents and inform the supervisor before expiry.
  • Submit vehicle records and reports within established deadlines.
  • Ensure vehicle documents are safely maintained and available when required.

D. Safety and Security

  • Comply with VDO's Security and Safety Policy, Staff Movement SOP and vehicle security procedures.
  • Check security and movement instructions before travel when required.
  • Maintain communication/check-ins during field movements according to VDO procedures.
  • Do not deviate from approved routes without authorization except where immediately necessary for safety.
  • Immediately report accidents, security incidents, roadblocks, vehicle breakdowns or other significant concerns.
  • Follow instructions from VDO's Security Officer and authorized management regarding movements.
  • Ensure the vehicle is parked in a secure and authorized location.

E. Accident and Emergency Response

In case of an accident or emergency, the Driver shall:

  • Prioritize the safety and immediate medical needs of passengers;
  • Contact the designated VDO focal point as soon as safely possible;
  • Follow VDO accident and security incident procedures;
  • Avoid making unauthorized commitments or accepting liability on behalf of VDO;
  • Protect the vehicle and organizational property where safe to do so; and
  • Complete the required accident/incident documentation.

F. Professional Conduct and Confidentiality

  • Treat all passengers respectfully and professionally.
  • Maintain strict confidentiality regarding staff movements, meetings, visitors, programme locations and organizational information learned through assigned duties.
  • Demonstrate appropriate and respectful conduct toward women staff, beneficiaries, visitors and international personnel.
  • Avoid discussing confidential organizational matters with unauthorized persons.
  • Comply with VDO's Code of Conduct, Safeguarding and PSEAH requirements.
  • Never use a VDO vehicle for personal purposes without written authorization.
  • Never request or accept unauthorized payments from passengers, beneficiaries or other stakeholders.

G. Operational Support

When not engaged in driving duties, the Driver may provide reasonable operational support, including:

  • Delivery and collection of official documents;
  • Collection or transportation of approved supplies;
  • Support for loading and unloading organizational materials;
  • Assistance with vehicle-related administrative tasks; and
  • Other reasonable duties assigned by the supervisor consistent with the position.

Job Requirements

Qualifications and Experience

  • Minimum high school education preferred; relevant experience is mandatory.
  • Valid driving license applicable to the vehicle category.
  • Previous experience with an NGO, UN agency, international organization or similar institution is mandatory.
  • Good knowledge of local roads and major routes in the duty station and relevant provinces.
  • Basic understanding of vehicle maintenance and troubleshooting.
  • Ability to read and complete vehicle logbooks and basic administrative forms.
  • Good knowledge of Dari and/or Pashto.
  • Good knowledge of English communication skills are preferred.
  • Ability and willingness to undertake field travel when required.

8. Safeguarding and Code of Conduct

The Driver must comply fully with VDO's Code of Conduct, Safeguarding and PSEAH Policy, Security and Safety Policy, HR Policy, vehicle management procedures, confidentiality requirements, Anti-Fraud and Anti-Corruption Policy and other applicable organizational policies.

Because Drivers may have regular access to information concerning staff locations and movements, including those of women staff and international personnel, confidentiality and responsible handling of movement information are essential requirements of the position.
