Civil Engineer Specialist & Officer

The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural credit to the end-borrowers at the farm level. Until it transitions to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.

1. Review assigned project surveys, sketches, designs, and other technical specifications to ensure that they are technically sound, feasible, complete, and in accordance with agreed standards and requirements.
2. Assist in conducting surveys, preparing sketches and designs, and developing other technical specifications for projects implemented by contractors.
3. Conduct quality control and technical inspections of projects at all stages, provide technical advice and assistance to implementing partners and their architects to improve the quality of works, and prepare relevant reports and recommendations.
4. Conduct surveys and prepare designs and other technical specifications for ADF projects, as required.
5. Prepare designs, Bills of Quantities (BoQs), and cost estimates for ADF projects.
6. Monitor infrastructure projects and construction activities contracted by ADF to private-sector contractors and service providers.
7. Support the ADF Legal Unit and participate in pre-mortgage assessments to provide views on the valuation and feasibility of the properties.
8. Travel to project sites and other locations to perform assignments and duties as directed by the Department or CEO.
9. In consultation with the immediate supervisor, prepare regular work plans, progress reports, and other technical and operational reports as required.
10. Take responsibility for personal professional development and participate in continuous learning and capacity-building activities.
11. Perform any other duties assigned by the supervisor.

• Minimum bachelor’s degree in civil engineering.
• 3–5 years of relevant professional experience in a similar capacity, preferably in construction, infrastructure, or project supervision.
• Broad technical knowledge and expertise in the construction and infrastructure sector.
• Strong planning, organizational, and project management skills, with the ability to work independently and effectively as part of a team.
• Experience in liaising and coordinating with senior government officials and relevant authorities.
• Good command of Pashto and Dari; proficiency in English is preferred.
• Flexibility in working hours and ability to work effectively under pressure and meet deadlines.
• Good computer skills, including proficiency in AutoCAD, MS Word, MS Excel, Internet, and email.
