We are seeking a qualified and experienced QA Engineer (Civil) for Construction Supervision to join our engineering consultancy team. The successful candidate will be responsible for quality assurance, site inspection, supervision, technical review, quantity verification, and monitoring of construction and rehabilitation works from the Consultant's side.

The candidate must have strong practical field experience in building construction, particularly rehabilitation and renovation works, including schools, clinics, hospitals, offices, and other institutional buildings.

The QA Engineer will work closely with the Project Manager, Resident Engineer, Contractor, and other members of the Consultant's team to ensure that construction works are implemented in accordance with approved drawings, BOQ, technical specifications, contract documents, approved materials, method statements, and required quality standards.

Key Responsibilities

• Supervise and monitor construction and rehabilitation works on site from the Consultant's side.
• Conduct regular site inspections and verify the quality and workmanship of completed and ongoing works.
• Ensure that works are executed in accordance with approved drawings, BOQ, specifications, contract requirements, and approved methodologies.
• Review Contractor's submittals, including Material Submittals, Method Statements, Shop Drawings, RFIs, Inspection Requests, and Test Reports.
• Read and interpret architectural, structural, and MEP drawings and ensure their correct implementation on site.
• Verify the actual quantities of completed works against the BOQ, drawings, and site measurements.
• Conduct re-measurement and secondary quantity estimates where required.
• Review and verify the Contractor's measurements and support the Consultant in reviewing Interim Payment Certificates (IPCs).
• Identify discrepancies between the drawings, BOQ, specifications, and actual site conditions and report them to the Project Manager/Resident Engineer.
• Provide necessary technical guidance to the Contractor regarding construction methods, quality requirements, drawings, and specifications.
• Identify defective or non-compliant works and follow up the Contractor's corrective actions.
• Monitor material quality and verify that only approved materials are incorporated into the works.
• Witness and monitor relevant material and laboratory tests and review test results.
• Monitor construction progress and report delays, technical problems, and quality issues.
• Prepare daily, weekly, and monthly site/QA reports as required.
• Maintain proper records of inspections, measurements, instructions, photographs, test results, and corrective actions.
• Assist the Consultant in reviewing Variation Orders, additional works, omissions, and quantity changes.
• Coordinate with the Contractor's engineers and site team to resolve technical issues.
• Participate in site meetings and provide technical input on construction and quality matters.
• Ensure that rehabilitation works are properly executed considering the existing condition of the building.
• Support the Consultant during project completion, snagging, handover, and Defects Liability Period inspections.

Specific Experience Required

Strong experience in building rehabilitation and renovation is a key requirement for this position. The candidate should have practical experience in projects such as:

• School rehabilitation
• Clinic/health facility rehabilitation
• Hospital rehabilitation
• Office and institutional building renovation
• Building repair and maintenance
• Structural and non-structural rehabilitation
• Roof and waterproofing rehabilitation
• Masonry, plastering, flooring and finishing works
• Concrete repair and other civil rehabilitation works

Job Requirements

• Bachelor's Degree in Civil Engineering from a recognized university.
• Minimum 5 years of relevant professional experience in construction supervision/site engineering.
• Proven practical experience in building rehabilitation and renovation is required.
• Previous experience working with a Consultant/Engineering Consultancy Firm in a supervision role is highly preferred.
• Strong knowledge of construction drawings, BOQ, technical specifications, and construction methodologies.
• Ability to review and evaluate Contractor's submittals and technical documents.
• Ability to perform quantity verification, re-measurement, and secondary estimation.
• Ability to identify construction deficiencies and provide appropriate technical guidance to the Contractor.
• Experience in preparing site inspection, QA/QC, daily, weekly, and monthly reports.
• Good knowledge of construction materials, testing procedures, and quality control requirements.
• Good command of AutoCAD, MS Excel, and MS Word.
• Good written and verbal communication skills.
• Good English language skills, particularly technical writing and reporting.
• Ability to work effectively in the field and coordinate with Contractors and project stakeholders.
• Willingness to work at project sites, including remote locations.

Preferred Experience

Experience in UN, NGO, donor-funded, or international organization projects and previous experience working under international engineering/quality standards will be considered an advantage.

Important

This position is primarily field-based and focused on construction supervision and quality assurance. Candidates must have strong hands-on site experience, particularly in building rehabilitation/renovation projects, and should be capable of independently reviewing drawings, BOQs, Contractor submittals, measurements, and site workmanship.
