Organization for Sustainable Development and Research (OSDR) is a non-governmental, non-political and non-profit organization created on 2008 by a group of sympathetic Afghans with aims for working in the field of survey, monitoring & evaluation, research, disaster risk management, sustainable development and agriculture capacity building.

OSDR is officially registered with the Ministry of Economy of Afghanistan under certificate no. 1187 dated 8th, May 2008.

1. Background

Save the Children International (SCI), in partnership with AYSO, is implementing the ECHO-HIP project in Afghanistan. The project provides multi-sectoral humanitarian services, including Health, Nutrition, Education, Child Protection, and WASH in Nangarhar, Kunar, and Nuristan provinces.

To independently monitor the implementation and quality of selected project activities, OSDR has signed a contract with Save the Children International (SCI) to support the Third-Party Monitoring (TPM) assessment, including field-level data collection.

The TPM assessment will focus particularly on Integrated Mobile Health and Nutrition Teams (IHMNTs) and Static Health Facilities (SHFs), as well as relevant Child-Friendly Spaces (CFSs). The assessment will collect information from service users, service providers, and through direct observations to assess service delivery, accessibility, quality, and compliance with project standards.

OSDR is therefore recruiting male and female Data Collectors to conduct field data collection in the assigned provinces.

2. Purpose of the Position

The Data Collectors will be responsible for collecting accurate, reliable, and high-quality quantitative and qualitative data from selected health facilities and project locations.

Data Collectors will conduct interviews and observations in accordance with the approved TPM methodology, data collection tools, ethical standards, and instructions provided during training. Male and female Data Collectors will work as a team to ensure that data collection is culturally appropriate and that both male and female respondents can participate comfortably.

Duties & Responsibilities:

A. Field Data Collection

• Conduct structured observations at selected IHMNTs, SHFs, and CFSs.
• Conduct exit interviews with patients, caregivers, and other eligible respondents, including adults and, where applicable, children in accordance with approved procedures.
• Conduct interviews with health and other relevant service providers.
• Collect data according to the approved sample, methodology, and field schedule.

B. Use of Digital Data Collection Tools

• Use Kobo Toolbox and assigned mobile devices/tablets to collect and submit data.
• Ensure that all questions are completed accurately and consistently.
• Synchronize and submit completed forms to the central server as instructed.

C. Data Quality

• Check all complete questionnaires before submission to ensure accuracy and completeness.
• Immediately correct errors identified during the quality-check process where permitted.
• Follow all instructions provided by the TPM Consultant regarding data quality and verification.
• Avoid fabrication, duplication, or alteration of information provided by respondents.

D. Ethics and Confidentiality

• Obtain informed consent/assent before conducting interviews, in accordance with the approved procedures.
• Maintain the confidentiality and privacy of all respondents and collected information.
• Treat all respondents with respect, dignity, and cultural sensitivity.
• Follow safeguarding, child protection, and Do No Harm principles, particularly when interacting with children and vulnerable individuals.
• Immediately report any safeguarding concern or serious incident through the established reporting mechanism. 

E. Daily Reporting and Coordination

• Provide daily updates on completed interviews, observations, and overall field progress.
• Report any operational, technical, access, or security challenges to the TPM Consultant.
• Coordinate with relevant SCI/partner staff and health facility personnel as required, without influencing respondents or the findings.
• Participate in daily team briefings and debriefing sessions when required.

Education:

A Medical Doctor (MD) or a university degree/diploma in a relevant health field such as Nursing, Midwifery, Public Health, or another related discipline is required.

Experience:

• Previous experience in data collection, monitoring, evaluation, research, or third-party monitoring, preferably in the health, nutrition, or humanitarian sector.
• Practical experience using Kobo Toolbox or other digital data collection platforms.
• Previous experience working with NGOs or humanitarian organizations in Afghanistan is highly desirable.
• Experience conducting interviews and surveys with different population groups in a culturally sensitive manner.
• Experience working with both male and female respondents is an advantage.

Skills:

• Good communication and interpersonal skills.
• Strong attention to detail and commitment to data quality.
• Ability to follow instructions, data collection protocols, and ethical requirements.
• Ability to work independently and effectively as part of a field team.
• Good organizational and time management skills.
• Fluency in Dari and/or Pashto is required.
• Basic English communication skills are an advantage.
• Willingness and ability to travel to assigned project locations
