Project Manager - Telecom Network O&M

Honest Public Ltd (HPL) is an Afghan company delivering technical, operations and support services to telecom operators and international organisations across Afghanistan.

HPL is building a talent pool for a nationwide telecom network operation and maintenance (O&M) managed-services project. The Project Manager will lead field O&M in all regions, act as HPL's authorised representative to the client, and be accountable for network availability, service levels and contract performance.

Key responsibilities

• Lead nationwide preventive and corrective maintenance of radio access, microwave, fibre, IP and site power infrastructure through the regional teams.
• Act as the single point of contact with the client for service delivery, monthly performance reviews, escalations and contract correspondence.
• Monitor KPIs, service levels and network availability, and drive root-cause analysis and corrective action plans.
• Set up operating procedures, escalation matrices and operational-level agreements (OLAs) with the client and third parties.
• Manage a multi-province field workforce, vehicle fleet, regional stores and subcontractors.
• Manage the project budget and resource plan, and control spares and consumables.
• Enforce HSE, anti-bribery and code-of-conduct requirements across all teams.
• Deliver periodic performance reports to the client and HPL management.

Working conditions

Based at the Kabul head office, with regular travel to regional hubs and field sites nationwide. Must be available 24/7 for critical network escalations.

• Bachelor's degree in Electrical, Electronics or Telecommunication Engineering; PMP or ITIL certification is an advantage.
• At least 8 years of experience in telecom network operations, including at least 3 years managing multi-region field O&M or managed services in Afghanistan, reporting against SLAs and KPIs.
• Proven management of large field teams, vehicle fleets, stores and subcontractors across several provinces.
• Sound knowledge of NOC trouble-ticket handling, preventive and corrective maintenance planning, and HSE management.
• Working knowledge of multi-vendor RAN, transmission and site power equipment (e.g. ZTE, Huawei).
• Excellent written and spoken English; fluent Dari and/or Pashto.

Eligibility
