Technical Supervisor

Bakhter Development Network (BDN) was established and registered in 2001 with the Ministry of Economy in Afghanistan as an Afghan, non-political, non-profit, and non-governmental organization. BDN operates in line with its constitution in three sectors: education, health, and agriculture and livestock. Currently, BDN is involved in implementing different health projects across multiple provinces of Afghanistan, such as BPHS-EPHS projects in Balkh and vertical projects like CBNI, TSFP, PHC ECHO, GC7, S-WIFS, and RMNCAH/SRH and PSS services in provinces such as Balkh, Badakhshan, Baghlan, Faryab, Sar-e-Pol, Jawzjan, Samangan, Takhar, Baghlan, Kapisa, Ghazni, Kunduz, Paktia, Paktika, Khost, Kabul, Parwan, Panjshir, and Maidan Wardak.

The Technical Supervisor will oversee the technical implementation of healthcare activities under the PHC project in the north-east provinces of Afghanistan, with the duty station in the Taloqan sub-office. The position is responsible for supervising primary healthcare services, strengthening patient referral systems, and coordinating the provision of medicines and medical supplies. The Technical Supervisor will work closely with the project manager and healthcare teams to ensure effective implementation and the delivery of quality services to underserved communities.

The Technical Supervisor is responsible for:

• Leading the technical implementation of healthcare project activities.
• Collaborating with the project manager to develop and implement detailed work plans.
• Coordinating the procurement, storage, and distribution of medicines and medical supplies with the relevant teams.
• Ensuring compliance with applicable quality standards and regulatory requirements.
• Establish and maintain a system for referring patients to higher-level healthcare facilities.
• Monitor the effectiveness and efficiency of patient referral processes.
• Identify training needs among healthcare staff and develop appropriate training programmes.
• Provide technical guidance, supportive supervision and mentorship to project team members.
• Implement quality control mechanisms to ensure the delivery of high-quality healthcare services.
• Conduct regular assessments and audits to identify areas for improvement and follow up on corrective actions.
• Maintain accurate records and data related to project activities.
• Prepare and submit timely reports on project progress and technical activities.
• Maintain effective working relationships with local healthcare providers, government authorities, and community leaders.
• Represent BDN in technical discussions and coordination meetings as assigned.
• Perform other relevant duties assigned by the supervisor.

• Medical degree (MD) and a valid medical license to practice in Afghanistan.
• Minimum of 3 years of experience in healthcare project management.
• Strong knowledge of primary healthcare principles and practices.
• Excellent communication and interpersonal skills.
• Ability to work effectively in challenging and resource-constrained environments.
• Proficiency in relevant software and data management tools.
• Fluency in written and spoken English.
