The WASH Design Engineer will work under the direct supervision of the Project Manager and will be responsible for the technical assessment, design, planning, and supervision of WASH infrastructure activities under the AHF project. The position will ensure that WASH facilities and infrastructure are technically appropriate, cost-effective, safe, accessible, and implemented in accordance with approved project plans, technical standards, and relevant organizational and donor requirements. The WASH Design Engineer will conduct site assessments and surveys and prepare technical designs, drawings, Bills of Quantities (BOQs), cost estimates, and technical specifications for WASH infrastructure, including water supply systems, sanitation facilities, water points, drainage, and rehabilitation works. The position will provide technical support and supervision throughout implementation and coordinate closely with the Project Manager, WASH team, contractors, communities, local authorities, and other relevant stakeholders. The position will also monitor construction quality and progress, identify technical issues, recommend corrective measures, and support the testing, completion, and handover of WASH facilities. The WASH Design Engineer will ensure that infrastructure is designed and implemented with appropriate consideration for gender, disability inclusion, protection, environmental risks, and the needs of vulnerable communities.
Duties and Responsibilities:
· Conduct technical site assessments, surveys, measurements, and feasibility assessments for proposed WASH infrastructure and rehabilitation works.
· Prepare technical designs, engineering drawings, layouts, BOQs, cost estimates, and technical specifications for WASH facilities.
· Design and support the implementation of appropriate water supply, sanitation, water point, drainage, and related WASH infrastructure.
· Review existing WASH infrastructure and identify appropriate rehabilitation and improvement requirements.
· Ensure designs are technically sound, practical, cost-effective, sustainable, and appropriate to the local context.
· Incorporate gender, disability inclusion, protection, environmental, and disaster-risk considerations into WASH infrastructure designs.
· Support preparation of technical specifications, procurement documents, work plans, and implementation schedules.
· Provide technical guidance and supervision to contractors, skilled workers, and field teams during construction and rehabilitation works.
· Conduct regular field visits to monitor construction progress and ensure compliance with approved drawings, BOQs, technical specifications, and quality standards.
· Check the quality and suitability of construction materials and ensure that materials meet approved specifications.
· Verify quantities, measurements, and completed works against approved BOQs and technical drawings.
· Identify technical problems, construction defects, deviations, and implementation challenges and recommend appropriate corrective actions.
· Coordinate with the Project Manager, WASH team, contractors, local authorities, and community representatives to resolve technical issues.
· Maintain accurate technical documentation, including drawings, BOQs, measurements, site inspection reports, photographs, and completion records.
· Support monitoring of project indicators related to WASH infrastructure and provide accurate technical information for project reporting.
· Prepare regular technical progress updates and reports for submission to the Project Manager.
· Support testing, commissioning, inspection, completion, and handover of WASH facilities to communities or relevant authorities.
· Provide technical orientation to community structures on the proper use, operation, and basic maintenance of completed WASH facilities.
· Support post-construction monitoring and identify any defects or corrective works required.
· Ensure that all infrastructure activities are implemented in accordance with approved project plans, relevant WASH and engineering standards, organizational policies, and applicable AHF/donor requirements.
· Coordinate with relevant government authorities and technical stakeholders as required.
· Support the Project Manager in identifying technical risks and practical solutions to ensure timely and quality implementation.
· Perform any other technical and WASH-related duties assigned by the Project Manager.
