Program Manager (Internal/External Announcement)

Green Social Research Organization (GSRO) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan under registration number 3612. Based in Herat Province, GSRO has been at the forefront of driving positive change since 2015, primarily focusing on climate change initiatives, agriculture, and livelihood projects across Herat and Farah provinces, with programming that also extends to protection, psychosocial support, and gender-based violence prevention and response.

Education

• Bachelor's degree in Project Management, Development Studies, Social Sciences, Public Administration, or a related field is required.
• A Master's degree in a relevant field is an advantage.

Professional Experience

• Minimum 5 years of relevant professional experience in program or project management within NGOs, humanitarian, or development organizations.
• At least 2 years of experience in a managerial or supervisory role, including managing project teams, budgets, and activities.
• Demonstrated experience in proposal writing, fundraising, donor reporting, project planning, and implementation.
• Experience working with UN agencies, international NGOs, and institutional donors is highly desirable.
• Good understanding of MEAL, project cycle management, financial oversight, and donor compliance requirements.
• Strong leadership, communication, coordination, and problem-solving skills.
• Good written and spoken English, with proficiency in Dari and/or Pashto.
• Proficiency in Microsoft Office and willingness to undertake field visits as required.

1. Program Planning and Management: Lead the planning, coordination, implementation, and supervision of GSRO projects in accordance with organizational strategies and donor requirements.
2. Proposal Development and Fundraising: Identify funding opportunities, develop project concepts, prepare high-quality proposals, and contribute to resource mobilization efforts.
3. Donor Relations and Coordination: Maintain effective communication with donors, UN agencies, NGOs, government authorities, and relevant stakeholders.
4. Project Monitoring and Reporting: Oversee project progress, ensure timely submission of donor reports, and work closely with the MEAL team to monitor project performance and results.
5. Budget and Financial Oversight: Coordinate with the finance team to monitor project budgets, expenditures, and resource allocation in compliance with donor regulations.
6. Team Management: Supervise and support project staff, provide technical guidance, conduct performance reviews, and identify capacity-building needs.
7. Compliance and Quality Assurance: Ensure all projects comply with donor agreements, GSRO policies, safeguarding standards, and humanitarian principles.
8. Representation and Partnerships: Represent GSRO in coordination meetings, clusters, working groups, and relevant humanitarian and development forums.
9. Organizational Development: Support senior management in strategic planning, program development, and strengthening organizational systems and partnerships.
