IAM is one of the oldest NGOs in Afghanistan. IAM established the NOOR (National Organization for Ophthalmic Rehabilitation) Eye Care Programme in 1966 with the goal of providing high quality and affordable access to eye care to the people of Afghanistan.

Job Description

Job Purpose:

The Human Resources Coordinator will be responsible for overseeing and managing all aspects of the NOOR Programme's human resource function. This includes talent acquisition, employee relations, training and development, performance management, compensation and benefits, and compliance with IAM’s HR Policies and Procedures.

Key Responsibilities and Tasks: 

  • Oversee and manage the full recruitment and hiring process for clinical and non-clinical staff, including initiating the recruitment process, screening, interviewing, contract preparation, onboarding, and maintaining complete employee personnel files.
  • Manage employee relations by addressing staff concerns, handling grievances, conducting investigations, resolving conflicts, and supporting fair and consistent disciplinary processes in accordance with IAM policies and maintaining proper documentation for audit and regulatory purposes.
  • Lead the performance management system in the hospitals, including assisting in setting performance goals, conducting probationary reviews, mid-term and annual evaluations, providing feedback, and supporting line managers in staff development and improvement plans.
  • Administer employee compensation, benefits, and allowances, ensuring accuracy, internal equity, and compliance with IAM policies.
  • Ensure full compliance with IAM HR policies, and healthcare regulations.
  • Provide ongoing guidance and support to NOOR Programme Management and staff on HR policies, procedures, contracts, performance, and employee wellbeing and safeguarding matters.
  • Integrate safeguarding considerations into HR processes and support the promotion of a safe and respectful workplace by ensuring staff awareness of safeguarding standards, appropriate reporting mechanisms, and expected standards of conduct, while referring safeguarding concerns to the designated focal points in accordance with organizational procedures.
  • Establish, improve, and maintain HR data collection systems, ensuring accurate, timely, and reliable HR information for reporting, planning, and decision-making.
  • Maintain and oversee the complete administration, organization, filing, updating, renewal, and secure storage of all NOOR staff personnel records, including employment contracts, personal information, performance records, training history, and other HR documentation, ensuring records are accurate, current, confidential, and readily accessible when required.
  • Coordinate and deliver HR-related training for staff and managers on topics such as HR policies, performance management, labor law, and workplace conduct.
  • Maintain effective working relationships with relevant government authorities, including the Ministry of Public Health (MoPH), Ministry of Labor and Social Affaris (MoLSA) as well as other authorities and auditors, to support training programme, accreditation, regulatory compliance, and required documentation.
  • Work closely with the residency focal point within the programme to manage and coordinate all related documentation.
  • Collaborate with MoPH specialty departments to facilitate training programmes, professional development, and related administrative processes for NOOR staff.

Job Requirements

Qualifications, Skills and Experience:

  • Educational Background:

Bachelor’s degree in human resources, business administration, management, public administration, or related field (master’s in a related field and/or HR certification preferred).

  • Professional Experience:

Minimum 6 years of progressive HR experience, preferably in a similar context.
