About Rural Movement Organization (RMO):

Rural Movement Organization (RMO) is an Afghan NGO with headquarters (HQ) in Kabul. It was established in 2014 as the continuation of the Belgian NGO "Solidarité Afghanistan Belgique" (SAB).

RMO retains the former national SAB management, key technical and administrative staff, and other SAB assets and maintains SAB expertise. It, therefore, is the trusted depository of SAB's nearly 30 years of experience and can smoothly continue all projects initiated under SAB management and take on any new challenges, while assuring the same project quality in these fields as SAB had provided for nearly 30 years.

In 2016, RMO formally became Geres (an international NGO) partner and jointly implemented several projects on energy, energy efficiency, environment, and climate change sectors.

Mission Overview:

Since 2014 RMO implemented several projects in coordination with Geres and in collaboration with Afghan ministries, and local authorities. RMO in Afghanistan mainly focuses on:

  • Agricultural Development, Livelihoods, and Food Security
  • Energy Efficiency, environment protection, and climate change
  • Vocational Training
  • Civil Society
  • Literacy & Education
  • Humanitarian and Emergency Aid

Team

In 2023, the RMO team includes 7 permanent and at least 12 volunteer staff.

Project Overview:

Adjusting to the current crisis context, rising poverty and food insecurity levels, RMO intends to apply a simple framed approach to disseminate Energy Saving Solutions (ESS) and Food Process and Production (FPPs) optimizing 3 main work streams in the intervention Districts:

  1. Selection training, and supporting job opportunities for artisans from the construction sector to set up ESS and FPPs for selected beneficiaries
  2.  Providing vulnerable households with:
    1.  ESS for the ones living in an energy-inefficient house with ESS in-kind (solar veranda, Solar cooker, Improved Degdan and Tandoor Cap)
    2. FPPs: solar dryer, storage, insulated greenhouses ….
    3. Complete training sessions, toolkits, and further support on feed production and process, 
  3. Awareness raising of target populations on climate change impacts & and projects, food production and process, and related energy efficiency.

Job Descriptions:

Under the supervision of the Admin/Finance Manager, The IT and Logistic/Procurement Officer is responsible for the management of operational logistics, IT system, and Networking, related to the RMO activities in Afghanistan to ensure optimal use of resources and sound documentation, he/she will be responsible to ensure that the organizational logistics strategy is delivered in compliance with RMO and donor regulations.

He/she will provide guidance and support to and control the logistics teams He/she is also responsible for the implementation of the IT system for the Main office and sub-offices of the RMO. Assistance including supervision of cooks, cleaners, drivers, and Security Guards.

The main responsibilities of the IT and Logistic/Procurement Officer are described but not limited as follows:

Procurement & Logistic

  • Support Admin/Finance section on reviewing and updating logistic / procurement policy;
  • Ensure all procurement procedures are performed in compliance with RMO Policy, Guidelines, and donor procedures;
  • Ensure all procurement requests are prioritized and items are procured on time.
  • Ensure all procurement documentation is recorded and records are kept in a well-organized manner.
  • Ensure all suppliers are paid on time in coordination with the Finance Dept.
  • Maintain a solid understanding of all RMO financial rules and regulations, as laid down in the field manual and other official documentation, and act in accordance with these.
  • Monitoring of the purchasing plan for the project;
  • Monitoring of goods management contracts;
  • Supervision and manage the transport of staff to the mission: monitor the vehicle fleet, supervise maintenance, monitor fuel consumption;
  • Management of a team (information, setting objectives, monitoring logistic activities, discipline and security);
  • Ensure the procurement tracking report is updated;
  • Ensure assets are entered into the asset list/database;
  • Regular inventory of RMO and project assets and report to Admin/Finance manager and RMO management;
  • Manage the RMO organizational assets ensuring safekeeping and maintenance including vehicles and generators as well as assuring documents such as cost analysis, and maintenance records are kept current.
  • Ensure all assets are labeled and asset movement is recorded in the asset list
  • Ensures all assets liability, handover, and return papers are properly signed and understood.

Networking & Communication/IT

  • Updating and monitoring IT material and maintenance (computers, software, back-ups, etc.) and communication equipment.
  • Sets up and maintains basic LAN and Wireless networks with emphasis on security.
  • Designs, maintains, and provides troubleshooting and expanding communication means according to Mission needs including phones, Internet, CCTV, and other communication methods.
  • All the computers' HDDs should be encrypted by BitLocker
  • All the computer's BIOSes should be protected by a password
  • In charge and make making sure all the computers are protected by an actively licensed anti-virus;
  • Regularly check and control the internet connection, be in close contact with the net provider company;
  • Briefing the team and training new arrivals on IT-related topics;

Reporting

  • Application and monitoring of mission procurement procedures and archiving reports 
  • Report all Procurement constraints/issues to the Line Manager.
  • Complete monthly logistics reporting documentation on time.
  • Running physical inventory every six months and assisting in annual inventory reports.

Any other assignment that can reasonably be asked by the Lined Manager.

Job Requirements:

  • Bachelor’s degree in business/commerce, Computer Science, or any other related field.
  • At least 4 years of experience with INGOs/NGOs, similar positions (logistics and IT;
  • Knowledge of Microsoft Office Pack and other software.
  • Knowledge of IT is a must.
  • Skill in negotiating with suppliers.
  • Identify and market analyze.
  • English language and be fluent in local languages (Dari & Pushto).
  • Knowledge of environment and energy-related topics is an asset;
