Job Descriptions:

  1. Summary of Key Functions

This position is created to support CARE operation in following sections.

1. Financial Management: to assist the Admin/Finance Officer in processing the financial documents

  1. Assist Procurement Officer in processing the procurement documents.
  2. Assist Admin & finance officer in HR related activities and hiring process.
  3. Assist the Procurement/Logistic Officer in Inventory and Asset Management
  4. Support the sub-office is properly supporting in administrative services.

 

The incumbent of the position is responsible for

 

Key relations 

 

  • Reports to Admin/Finance Officer and PM
  • Coordinate with all Herat sub office team.
  • Duty Locations Herat Province (with travel to field)
  1. Key Results Expected

The program support will be expected to properly and effective assists and provide support in financial, procurement, logistics and general administrative affairs.

Job Specifications:

 

S/he will focus on achievement of the following results:

  • Assist Admin/Finance Officer in preparing disbursement, receipt and journal entry vouchers on the basis of approved financial documents and ensure accuracy of cost allocation to projects.
  • Assist Admin/Finance Officer in Preparation of financial reports both on monthly and weekly basis to CARE Main office in Kabul.
  • Assist in reconciliation of program advances with CARE main office and take corrective measures in case of any difference.
  • Assist Admin/Finance Officer in preparing sub office cost pool on monthly basis.
  • Assist Admin/Finance Officer in translating invoices and payment from local languages into English.
  • Support procurement/logistic officer in procurements documentation process.
  • Support procurement/logistic officer in Asset and inventory management.
  • Fully understand HR Manual
  • Support Admin & Finance officer in hiring process.
  • Prepare attendance report and assist in documentation.
  • Assist in preparing the hiring documents properly in the standard formats and submitting them to HR unit for further process.
  • Give a brief organization orientation for staff hired on provincial level.
  • Assisting in keeping track of the organization inventory and assets in an inventory package and carrying out regular physical checks of the organization assets and inventory.
  • Assist in Provision providing of monthly inventory and warehouse reports to CARE main office Commodity account section.
  • Keep computers record updates which are available in the field with clear functional and nonfunctional information.
  • Ensure the safety and security of office equipment’s.
  • Responsible for keeping on track all field office inventories.
  • Ensure the office working environment is clean and undusted all the time.
  • Exchanges communication and correspondence between the sub office and head office through various suitable and effective mediums.
  • Arrange and circulate pouch to sub/ and main offices, and keep its record updated.
  • Keep computers record updates which is available in the field with clear functional and nonfunctional information.  
  • Keep stationery distribution record updated and in case of requirement conduct purchasing of required stationery.

Skills and Experience:

Skills: 

Education: University graduate in Business administration, finance, Economics or other relevant fields

Work Experience: Minimum of 3 years work experience in admin and finance  field

Languages Skills: Fluency in spoken and written English, Pashtu and Dari is a requirement.
