Job Description

PIN Afghanistan is seeking experienced Civil engineers to deliver a humanitarian response (EiE) in Wardak and Samangan Provinces. The Engineers will be will be responsible for implementing the WASH and civil infrastructure side of the project in line with PIN project management quality standards. S/He will be also responsible for providing technical support to the field team to ensure all construction work of project infrastructures are done according to the design and drawings and have smooth progress as per project timeline and requirement and timely reporting on progress.

The selected engineers will have strong technical understanding of humanitarian response, humanitarian intervention, schools rehabilitation, water security and hygiene, and proven experience successfully delivering WASH/EiE projects in shock prone areas where access is sometimes a challenge. 

Responsibilities  :

The Civil engineer is responsible for, but not limited to, the following work areas and duties: 

  • Conducting technical assessments of WASH facilities to be rehabilitated and built in the targeted locations.
  • Together with village and school Shuras conduct community consultation meetings in each target community to verify the locations for rehabilitation of schools, CBEs centers, and WASH facilities.
  • Follow up pre-, during and post-construction water quality testing for each water source identified for rehabilitation.
  • Create the construction work plans and schedule for each location and type of intervention.
  • Ensure all facilities rehabilitated/constructed are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability).
  • Develop the tendering documents (TOR for Construction Company) and ensure that other requirements and guidelines by Supply Chain department are adhered to.
  • Prepare precise implementation plans for construction works.
  • Ensure all required resources for every single construction project at community level are well estimated and planned for procurement.
  • Ensure quality control within construction/rehabilitation work by providing necessary on the job training for skilled labour.
  • Develop all necessary monitoring and supervision tools used for construction & rehabilitation projects. Ensure quality implementation of construction works with respect of specifications and timeline of implementation.
  • Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications.

Job Requirements

  • At least 3 - 4 years of progressive work experience in similar roles in the field of food
  • Bachelor Degree in Engineering
  • Experience in construction of water supply network and civil rehabilitation in hard to reach areas.
  • Knowledge of MS Office and statistical programs, AutoCAD, Water gems and other related construction design programs.
  • Demonstrated understanding of project management principles.
  • Demonstrated knowledge of WASH cluster and MRRD standards .
  • Proven experience in developing BoQs, technical guidelines.
  • Proven capacities in carrying out capacity building activities for the staff and the targeted communities.
