About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

The Finance Officer will play a key role in overseeing financial transactions, maintaining financial records, managing budgets, and ensuring compliance with financial policies and donor requirements. The successful candidate will support the Finance Manager in the financial planning, management, and reporting of TLO's ongoing projects and ensure that financial operations are efficient and in compliance with TLO’s policies and the requirements of the donors and Afghan laws.

Key Responsibilities:

    • Prepare, review, and monitor budgets, cash flows, and financial reports for all projects.
    • Maintain up-to-date financial records and ensure their accuracy.
    • Prepare monthly, quarterly, and annual financial reports for management and donors as required.
    • Assist in the preparation and monitoring of the Budget vs Actual expenditure (BvA) reports.
    • Oversee and verify daily financial transactions including payments, receipts, and payroll processing.
    • Ensure proper documentation and compliance with internal control procedures.
    • Manage cash flow and banking operations, including fund transfers and exchange rate management.
    • Ensure compliance with Afghan taxation laws and timely submission of financial reports to the Ministry of Finance.
    • Assist in the preparation and coordination of internal and external audits.
    • Ensure that all financial activities comply with donor requirements and TLO’s financial policies.
    • Assist project managers in financial planning, providing them with timely financial information.
    • Manage the financial aspects of donor-funded projects, including budget preparation and expenditure monitoring.
    • Assist in the financial management of multi-currency projects.
    • Provide training and guidance to junior finance staff to strengthen their capacities in financial management.
    • Monthly reconcialation with field offices.
    • Review and contral the budget vs actual expenditure and report on variances.
    • Keep track with field offices on the budget spending.

Job Requirements:

  • A Bachelor’s degree in Accounting, Finance, or a related field (Master’s degree is an advantage).
  • At least 5 years of relevant experience in financial management, preferably in an NGO setting.
  • Strong knowledge of Afghan financial regulations and donor compliance requirements.
  • Proficiency in accounting software (e.g., QuickBooks online) and MS Office applications.
  • Ability to manage multiple tasks and meet deadlines.
  • Excellent analytical skills, attention to detail, and problem-solving abilities.
  • Strong communication and interpersonal skills.
  • Fluency in Dari, Pashto, and English.
