Job Descriptions:

INTRODUCTION:

NOVE is seeking two highly qualified experts in Monitoring and Evaluation (M&E) located in the provinces of Kunar and Laghman to contribute to a project focused on agriculture, food security, and livelihood support for the vulnerable Afghan population.

MAIN RESPONSIBILITIES:

  • Development and Implementation of the M&E System:
  • Ensure the establishment of an effective M&E system for monitoring project activities.
  • Implement data collection procedures and information management.
  • Act as CFM Focal Person for AICS projects, coordinating with project teams to fill monthly CRM log sheets and taking responsibility for handling the complaints carefully.
  • Verifying baseline and endline project evaluation and sharing it with G. MEAL Manager
  • Ensure that the Monitoring tools are based on the project indicators and measuring the project objectives.

Field Activity Monitoring:

  • Conduct daily field data collection according to the project's M&E framework.
  • Ensure activities are carried out in accordance with quality standards and timelines.
  • Provide regular feedback on performance and activity progress.
  • Mobilizing and making communities aware of project objectives, outputs, activities, and MEAL systems and complaint Feedback mechanisms (CFM).
  • Manage data collection in the field Support Beneficiary identification and selection processes.
  • Lead and conduct PDM data collection through Kobo form and produce PDM report.
  • Developing monitoring reports as needed.

Results Evaluation:

  • Define Key Performance Indicators (KPIs) to assess goal achievement.
  • Conduct periodic evaluations to assess the impact of activities.

Coordination with Program Coordinator and project manager:

  • The M&E officer will work closely with the Program Coordinator and Head of the  Program by providing all required data and information.
  • Participate in coordination meetings conducted by the project stakeholders at the provincial level and, district authorities, and CDC  provide reports to the project manager.
  • Active participation in the BNFs selection process in the targeted areas.
  • Performs any other task as assigned by the project manager

 

Job Requirements:

SPECIFIC REQUIREMENTS AND SKILLS:

Education: Bachelor's or Master's degree in Statistics, Social Sciences, International Development, or a related field. The degree must have been obtained at least 4 years ago.

Experience: At least 3 years of experience in M&E role, preferably in development or emergency projects.

Specific Skills:

  • Excellent knowledge of M&E methodologies and ability to apply them in complex contexts.
  • Excellent knowledge of data collection tools and techniques.
  • Proficiency in statistical software and information management systems, such as KOBO.
  • Ability to work in teams and collaborate with all stakeholders.

Language Skills: Fluent in Dari and Pashto; excellent command of the English language.
