Job Descriptions:

TOR General Summary:

The Provincial Coordinator is responsible for managing all activities at the Drug Treatment Center (DTC) supported by YHDO. This role involves providing technical support to the DTCs, as well as administrative and logistical assistance. The coordinator will ensure effective coordination with the Provincial Public Health Directorate (PPHD), the National Drug Demand Reduction (NDDR), BPHS, EPHS, and other relevant stakeholders. Additionally, the coordinator will monitor the quality and effectiveness of DTC services, especially those supported by YHDO, and will attend all meetings at the provincial level related to health and Drug treatment, submit regular reports detailing progress, challenges, and the needs of the DTC to improve service quality.

Key Responsibilities

  1. Program Coordination: Oversee and manage the implementation of the STFA at the DTC level of the targeted province, ensuring alignment with YHDO policies and procedures
  2. Capacity Building: Provide Technical support and enhance the skills of local health service providers and support staff involved in drug treatment at the DTC level
  3. Stakeholder Engagement and Coordination: Effectively coordinate with PPHD, DTC manager, and other NGOs working in the same field.
  4. Monitoring and Evaluation: Collect and analyze data on program performance and drug use trends. Track target achievement biweekly and share the progress and achievement with YHDO HQ. Prepare regular reports for YHDO on program progress and challenges.

 

  1. Admin and Logistic support: provide logistic and admin support to DTC
  2. Advocacy: Advocate for the needs of drug users and the importance of effective treatment programs within the provincial government and community.
  3. Resource Management: Manage budgets and resources allocated to the drug treatment program, ensuring efficient use of funds.
  4. Policy Compliance: Adhere to the policies, rules, and regulations of YHDO.
  5. Reporting Structure: Prepare Monthly quarterly and annual reports, and submit them directly to the Project Manager and the Monitoring & Evaluation (M&E) Officer.
  6. Planning and Implementation: Develop and submit monthly and quarterly implementation plans for the project activities, ensuring alignment with project indicators.
  7. Stakeholder Coordination: Collaborate with local DTC, and PPHD and participate in relevant meetings to enhance project visibility and support.
  8. Staff Management: Monitor staff attendance and share the attendance report at the end of the month with YHDO HQ
  9. Supply Verification: Carefully verify supplies received from UNODC support
  10. Issue Reporting: Immediately inform the Project Manager of any critical challenges affecting project activities.
  11. Procurement Transparency: Ensure transparency in local procurement processes, with a rotating procurement committee every three months consisting of three members.
  12. Financial Oversight: Oversee provincial project finance reports, adhering to all YHDO financial rules and regulations.
  13. Inventory Management: Provide an updated inventory list to the main office every three months (provided by YHDO to DTC)
  14. Stock Management: Manage stock levels effectively, informing the Project Manager of stockouts and medicines nearing expiration at least three months in advance, share and record the food and nonfood item supplies and distribution to DTC.

Job Requirements:

Qualifications:

  • Medical Doctor
  • 3 years of Experience in health project management, particularly in Drug treatment HIV/AIDS or harm reduction programs.
  • Strong communication and interpersonal skills for effective stakeholder coordination.
  • Familiarity with monitoring and evaluation processes
