The Norwegian Afghanistan Committee (NAC) is a member-based solidarity organization that has been working in support and solidarity with the Afghan people for more than 35 years. NAC works in the following sectors: Education, Gender and Human Rights, Governance and Civil Society, Health, Food Security, Job Creation, Disaster Risk Reduction and Climate Change Adaptation. The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Any breaches of PSEAH clauses in NAC’s policies, guidelines, and/or commitments will lead to immediate termination and possible legal actions.
Major Duties and Responsibilities
Monitoring and Evaluation
Lead the overall monitoring, evaluation, and reporting activities for NAC’s humanitarian projects.
Develop and implement M&E plans, including baseline and endline assessments, beneficiary profile surveys, and post-distribution monitoring.
Design and refine data collection tools and methodologies, ensuring alignment with project objectives and donor requirements.
Conduct field monitoring visits on project sites and develop a detailed field monitoring plan (e.g., field visit schedule/timeline, monitoring checklists, data collection system, etc.) for field monitors. Ensure that project activities are consistently monitored, and any deviations are promptly reported and shared with project teams for taking on time action.
Data Management
Utilize Kobo Toolbox and ODK Collect for data collection, ensuring data accuracy and reliability through consistency checks.
Maintain comprehensive records of projects’ data and ensure timely retrieval and analysis.
Support the development and maintenance of the project Management Information System (MIS).
Perform data verification on beneficiary profile survey data to ensure a transparent and accountable selection process.
Reporting and Documentation
Prepare detailed assessment reports (e.g., Post Distribution Monitoring Report, Beneficiary Profile Survey Reports, etc.) in collaboration with the Head of M&E.
Collect, analyze, and report on projects’ progress on a monthly basis using Monthly Output Activity Tracking Sheet (MOATS).
Collaboration and Capacity Building
Work closely with the Head of M&E and program staff to document lessons learned, good practices, case studies, and rural insights.
Provide training and support for regional M&E officers and field monitors on data collection systems and harmonized filing systems.
Assist in organizing and conducting M&E training/workshops to stay updated on best practices.
Community Feedback Mechanism
Support Community Feedback Mechanism Coordinator in ensuring feedback is collected, analyzed, and addressed promptly for all humanitarian projects.
Ensure all reports are accurate, comprehensive, and submitted on time to donors and stakeholders.
Additional Duties
Perform other M&E-related duties as assigned by the supervisor to support the overall goals of NAC’s humanitarian programs.
General Responsibilities
S/he is expected to play a good and effective team player role in the office and field.
S/he is expected to play a great integrator role among all components.
S/he is responsible to contribute to reduce poverty in rural communities of Afghanistan by undertaking and fulfilling her/his above-mentioned specific task.
Languages Required
Fluent in English, Dari, and Pashto languages.
Qualifications Required
Bachelor’s degree in social sciences, Statistics, Development Studies, or a related field. A master’s degree is preferred.
Work Experience
Minimum of 4 years of experience in monitoring and evaluation, preferably within the humanitarian sector.
Skills
Advanced skills in Kobo toolbox and ODK Collect (Designing questionnaire, data collection, Data retrieving, consistency check, and verification) are required.
