Just for Afghan Capacity and Knowledge (JACK) is an independent, Non-Governmental, Non-Profit, Non-Political and Non-Sectarian Organization working in Afghanistan in the areas of (Health, Education, Capacity building, Human Rights, Nutrition, Emergency, Protection, Research and WASH) with an aim at improving livelihoods and alleviating poverty. The organization works is registered under the Ministry of Economy with registration number, 316 of 28/10/1384. The organization works in collaboration with other line ministries, UN- agencies, NGOs, INGOs, and donor community. The mandate of JACK is to improve lives of the people we touch through our programs. We strive to have a community that is empowered, participates in its development and is able to use the resources available to them to get what they want. We work to assist communities in their efforts that lead them to self- help and in essence self- reliance that comes with economic and social independence. When the children are safe the women and men can provide for their families with pride and our community is vibrant again, we will have achieved. In addition, we provide assistance to refugees, victims of Disaster, people with disability and marginalized groups in the community. Our service is without fear, favor or prejudice to race, nationality, religion, political affiliations JACK has been working in the country since 2001 and its record speaks volumes for itself. We implement the largest by sector education and health program in the country and have a multi sectorial program that looks at all the areas of need of the vulnerable in the community. JACK as an independent organization has its charter, policies, and procedures developed in line with the operating country laws and international standards. JACK Charter, the main governing instrument of the organization, is emphasizing on the effective and efficient use of the resources. JACK's financial management policy and procedures are prepared in line with International Accounting Standards (IASs) and Generally Accepted Accounting Principles (GAAP).

The Senior M&E/MIS Officer is reportable to the JACK Project Manager. The following are the main responsibilities of the Senior M&E/MIS Officer:

DUTIES AND RESPONSIBILITIES:

• Develop and implement a comprehensive M&E system for the Faryab CBE Project, including designing data collection tools, monitoring frameworks, and performance indicators aligned with project objectives.
• Oversee the collection, analysis, and management of project data, ensuring its accuracy, completeness, and reliability.
• Conduct regular monitoring visits to project sites to ensure adherence to data collection protocols.
• Establish and maintain an efficient and reliable MIS database to store project data.
• Ensure data quality and integrity through regular data cleaning and verification processes.
• Prepare regular reports, including progress reports, quarterly reports, and annual reports, summarizing project activities, achievements, and challenges.
• Conduct data analysis to identify trends, patterns, and key insights for project improvement.
• Provide training and technical support to project staff and partners on data collection, analysis, and reporting. Strengthen their capacity in M&E methodologies and tools.
• Collaborate with project stakeholders, including government officials, donors, and implementing partners, to ensure alignment of M&E activities with project objectives.
• Coordinate with relevant stakeholders to share project data and findings.
• Facilitate knowledge sharing and learning within the project team and with external stakeholders. Document and disseminate best practices, lessons learned, and success stories.
• Ensure compliance with established M&E standards, protocols, and ethical guidelines.
• Conduct regular quality assurance checks on data collection processes and outputs.
• Any other task assigned by the supervisor.

1. Bachelor’s degree in education, Social Science, Economics, or any other related field (master’s degree is preferred)
2. Minimum of 5 years’ working experience on similar positions of CBE Education Program with national and international NGOs.
3. Excellent Pashto and Dari reading, writing and verbal skills, Fluent in English, reading, writing and verbal skills.
4. Experience in designing and managing MIS databases.
5. Travel – The position will be based in Faryab with frequent travels to the districts.
6. Efficiency, result-oriented and excellent management capabilities.
7. Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner.
8. Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity.
