WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO is implementing projects.

WDIO is committed to applying a ‘zero tolerance’ policy towards acts of sexual exploitation and abuse by its personnel. In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

Job Summary

The Monitoring Assistant is reportable to the WDIO Education Sr.Officer and M&E Department in the central office. The Monitoring Assistant will assist in the Monitoring and Evaluation activities of the project in the target provinces. He/She will ensure integrity and transparency in the delivery of M&E activities as well as reporting and coordination. The incumbent will follow the M&E plans and will manage, and coordinate the project M&E data collection at the field levels. 

Main duties and responsibilities:

  • Ensure that education project activities are in line with program quality principles and standards, donor requirements, and good practices.
  • Conduct monitoring and evaluation of program assignments on project sides.
  • Compile and update monthly output tracking sheets (M&E matrices), online reporting, and monthly M&E reports.
  • Support field staff to implement project level assessments, baseline survey using ODK/ mobile data collection methods, outcome measurement, training and supervising of social organizers, data entry and analysis;
  • Support the use of digital-based data collection using mobile phones/tablets; conduct regular monitoring visits from projects’ activities and report monitoring findings with relevant staff to the central office.
  • Report monitoring data promptly to relevant program and managerial staff.
  • Support in data management and development of clear information flow between program and monitoring and evaluation staff, as required.
  • Develop monitoring and other required data collection forms in ODK/Kobo platforms.
  • Assist in Identifying challenges in the implementation of project activities with the team and offer ideas for potential solutions.
  • Understand the education project indicators, outputs, outcomes, and the ultimate results.
  • Assist in establishing a safeguarding culture across all levels of the program by implementing the safeguarding policy. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place,
  • On time reporting the feedback collected from the teachers/students and the community to the PM for course correction/improvements.
  • Analyze the M&E data and report on project outputs and outcomes periodically.
  • Assist in Ensuring accountability at all levels of implementation including communication of complaints and response reciprocally between project and beneficiary community.
  • Ensure data integrity, validity, and quality of products as well as delivery to the beneficiaries.
  • Carry out safeguarding monitoring at all levels of the project as per the safeguarding plan for the project
  • Report on persistent issues through the current reporting mechanism of the M&E department.
  • Any other task assigned by the supervisor.

Job Requirements:

Job Requirement

  • Bachelor's Degree in Educational Management, Social Science, Economics, BBA, or any other related field
  • Minimum of 2 years of working experience in similar positions in the CBE Education Program with national and international NGOs.
  • Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
  • Travel – The position will be based in the province with frequent travels to the districts.
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country;
  • Respect the confidentiality of the organization;
  • Ability to use information technology effectively.
