ActionAid-Afghanistan committed itself a long-term work with poor and excluded sections of the society through the Human Rights Based Development Approach, WASH, and Livelihood Programs in multiple provinces of Afghanistan.

Job Descriptions:

The Programme Assistant is responsible for overseeing the sub-provincial level operations of ActionAid’s humanitarian efforts, which entail a significant workload and high levels of accountability. The position works directly with the Head of Office in the provinces of Paktia, Paktika, Ghazni, Khost, and Logar. Key responsibilities include ensuring access to areas, engaging with relevant stakeholders, facilitating beneficiary selection and verification, and supporting the delivery of programs, finance, and other inputs for the relevant districts. The Programme Assistant also provides support to the Head of Office in provincial-level activities.

Job Responsibilities 01: Programme Coordination:

  • Support the Head of Office/Line Manager in managing relationships with provincial staff, local authorities, and key stakeholders. Ensure effective communication and collaboration to achieve program goals and address any emerging challenges.
  • Ensure that beneficiary selection by data collectors complies with the accountability requirements of ActionAid. Monitor the selection process to ensure fairness, transparency, and adherence to established criteria. Address any issues that arise during the process to maintain program integrity.
  • Provide financial support including processing MRFs (Monthly Reimbursement Forms), clearing vouchers, and resolving other finance-related issues. Work closely with the finance team to ensure accurate and timely financial documentation and compliance with donor requirements.
  • Conduct verification of a sample of selected beneficiaries to ensure eligibility and accurate data. Cross-check beneficiary information, conduct spot checks, and ensure corrective action is taken if discrepancies are found.
  • Conduct Post-Distribution Monitoring (PDM) exercises to assess the effectiveness of the program and gather feedback from beneficiaries. Analyze the results to improve future distributions and ensure that the program meets its objectives.
  • Provide support for the training and capacity building of local staff and community volunteers to ensure they understand and follow ActionAid’s policies and procedures.

Job Responsibilities 02: Access Management

  • Coordinate with provincial level coordinators and district staff regarding financial and administrative activities to ensure smooth implementation of programs and compliance with organizational standards.
  • Monitor the security and access context in the programme areas by assessing potential risks, evaluating security conditions, and ensuring that all staff and beneficiaries are informed of any changes or updates related to access and safety.
  • Communicate and coordinate with the Provincial Head of Office, finance department, and Security Officer at the Country Office to share relevant security information, discuss any security concerns or updates, and ensure appropriate actions are taken to address access or safety issues in the field.
  • Support the development and implementation of security protocols and access plans in collaboration with relevant departments, ensuring that staff and program activities are carried out safely and in line with the organization's policies.
  • Assist in conducting risk assessments and suggest measures to mitigate potential security threats, ensuring continuous program implementation with minimal disruptions.

Job Responsibilities 03: Field level Programme Delivery :

  • Ensure that beneficiary selection complies with NGO Law and cluster guidelines.
  • Lead and coordinate the delivery of inputs to beneficiaries in the designated geographical area.
  • Manage all field-level processes during and after the delivery of program materials.
  • Coordinate with local staff and stakeholders to ensure efficient and timely distribution.
  • Monitor beneficiary satisfaction and address any issues that arise during the delivery process.

Ensure that all distribution activities adhere to ActionAid’s policies and standards.

Job Requirements:

Bachelor with 3-year experience

Technical Skills & Experience

Essential:

  • Proven experience in finance, community mobilization, and supporting humanitarian programme delivery.
  • Previous experience in leading and managing relationships with government entities at the provincial and district levels.
  • At least 1+ years of experience in a similar organization.
  • Strong knowledge of the local context.
  • Demonstrated commitment to transparency and accountability.
  • Desirable:
  • Experience in managing matrix relationships.
  • Experience working in a multi-cultural environment.
