Job Descriptions:

Job Summary: The Senior HR Officer will work under the supervision of the Operations Manager and will manage and lead the HR unit of MHCO country-wide. S/he will supervise the HR activities and officers in MHCO's field offices, ensuring efficient HR operations throughout the organization.

 

Duties & Responsibilities:

  • Prepare and maintain accurate records, files, and reports, including maintaining personnel files, in coordination with the Operation Manager.
  • Coordinate, arrange, and plan all field offices' recruitment processes and follow up with candidates, in coordination with the Operation Manager.
  • Update the leave tracking system and reconcile it with finance records on a monthly basis, in accordance with applicable Government of Afghanistan laws and MHCO rules and regulations, in coordination with the Operation Manager.
  • Prepare employment contracts and offer letters in accordance with MHCO policies and procedures, in coordination with the Operation Manager.
  • Update and maintain the MHCO HR master list and staff information system, in coordination with the Operation Manager.
  • Prepare the personnel action report on a monthly basis to be reviewed by the Operation Manager and submitted to Finance.
  • Maintain, track, and follow up on the probationary period of MHCO staff.
  • Prepare monthly closing reports to the Operations Manager and Operation Manager.
  • Perform HR activities for the project, including review of job descriptions, placement of job announcements, attending interviews on behalf of the HR Department, scheduling interviews, capturing selection processes, and compiling new hire paperwork.
  • Review and control the records management system to ensure compliance with Afghanistan Government requirements, in coordination with the Operation Manager.
  • Draft weekly and quarterly HR reports in close coordination with the Operation Manager.
  • Communicate effectively, verbally and in writing, to all staff on HR policies and procedures.
  • Contribute to the HR performance measurement, monitoring, and control systems, in coordination with the Operation Manager.
  • Undertake tasks and responsibilities as assigned by the direct supervisor.

 

Job Requirements:

  1. Minimum of 4 years of work experience specifically in the HR field, preferably on UN-funded projects or other NGOs.
  2. Bachelor’s degree in Business Administration with a specialization in HRM is required.
  3. Good knowledge of Afghanistan Labor Code and NGO regulations.
  4. Excellent communication skills and experience in working with a diverse group of national and international staff.
  5. Strong communication skills in English, Dari, and Pashto.
  6. Strong organizational and diplomacy skills to deal with people.
  7. Understanding of the dynamics of working in a multicultural environment.
  8. Ability to work effectively with all team members.
