Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, nonpolitical, non-sectarian, and non-for profit organization established in 1989 and registered formally with the ministry of Economy. COAR actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty. COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality and Impartiality in practice.

• Lead the design and technical development of health interventions (e.g., RMNCH, nutrition, communicable disease control, mental health, health systems strengthening).
• Ensure alignment with national health guidelines, donor requirements, and international standards (e.g., SPHERE, WHO).
• Provide technical input during proposal writing, project design, and donor reporting.
• Identify and promote best practices and innovations in health service delivery.

• Develop and implement technical guidelines, protocols, and tools to ensure quality programming.
• Support the development and use of clinical audit tools, quality improvement plans, and supervision checklists.
• Collaborate with the MEAL (Monitoring, Evaluation, Accountability & Learning) team to design relevant indicators and data collection systems.
• Analyze data and support evidence-based decision-making.

• Assess training needs and develop capacity building plans for health staff and partners.
• Deliver or coordinate technical trainings, mentoring, and on-the-job support for health teams.
• Promote a culture of continuous learning and knowledge sharing.

• Represent the organization in health cluster meetings, technical working groups, and with MoPH and donors.
• Strengthen partnerships with key stakeholders, including local NGOs, UN agencies, and health authorities.
• Ensure coordination of technical approaches across projects and regions.

• Provide technical leadership during outbreaks and health emergencies.
• Contribute to rapid assessments and emergency health programming when needed.

medical degree and a master’s degree in public health or the medical field is an advantage and 10 years of experience managing health programs.
