Job Descriptions:

Helping Hands for Women Organization is implementing the WADA Programme to promote women's economic empowerment in Badakhshan through the establishment of the WADA Business Center, strengthening market linkages, building capacities of women entrepreneurs, and enhancing access to finance. The Administration Officer plays a crucial supporting role in ensuring effective administrative, logistical, and operational management of the WADA Center.

The WADA Administration Officer will be responsible for the day-to-day administrative operations of the WADA Business Center, including logistics, procurement support, asset management, filing, and coordination of administrative tasks. The officer will support the smooth implementation of activities, maintain accurate documentation, and ensure efficient office functionality in close collaboration with project and support staff.

Key Responsibilities

Office Administration and Coordination

  • Manage the daily administrative operations of the WADA Center, ensuring a well-functioning and organized work environment.
  • Maintain and update administrative records, documentation, and filing systems (hard and soft copies).
  • Ensure that office supplies, utilities, and equipment are maintained and replenished as needed.
  • Oversee the cleanliness, functionality, and safety of the WADA Business Center and its facilities.

Logistics and Event Support

  • Support logistical arrangements for training, coaching sessions, committee meetings, and events (booking venues, preparing materials, refreshments, participant lists).
  • Maintain accurate attendance sheets, feedback forms, and logistics records for all events.
  • Coordinate with trainers, committee members, and beneficiaries for timely communication regarding events and schedules.

Procurement and Asset Management

  • Assist in the implementation of procurement processes for goods and services required by the WADA Center, in compliance with HHWO and donor procedures.
  • Support the collection and verification of quotations and vendor information.
  • Maintain updated records of procured items and asset distribution across the 21 shops and the training center.
  • Monitor inventory levels and maintain an asset register with item condition, location, and responsible persons.

Finance and Documentation Support

  • Prepare and submit administrative expense requests and petty cash documentation with proper supporting documents.
  • Ensure accurate and timely filing of financial vouchers, procurement records, and supporting documentation.
  • Coordinate with the HHWO finance and admin team in Kabul for monthly reporting and audits.

Communication and Coordination

  • Maintain strong communication and coordination with the executive officer, committee leaders, trainers, vendors, and other project staff.
  • Assist in managing communication groups for coordination among committee members and beneficiaries.
  • Draft official letters, announcements, and administrative memos when required.

Monitoring, Reporting, and Compliance

  • Submit monthly administrative activity reports including updates on inventory, facility needs, and logistical support provided.
  • Assist the Executive Officer and M&E staff in data collection, documentation review, and logistical support during assessments and monitoring visits.
  • Ensure adherence to HHWO and donor compliance policies in all administrative and logistical functions.

Job Requirements:

Education:

  • Bachelor’s degree in Business Administration, Public Administration, or a related field.

Experience:

  • Minimum of 3 years of experience in administration, logistics, or operations, preferably in a development or humanitarian organization.
  • Experience in procurement, event organization, and documentation processes.
  • Familiarity with working in a female-led or gender-sensitive environment is an asset.

Skills and Competencies:

  • Strong organizational and time management skills.
  • Attention to detail and accuracy in documentation.
  • Basic finance and procurement understanding.
  • Good interpersonal and communication skills.
  • Ability to work in a team and under pressure.
  • Proficiency in MS Office (Word, Excel, Outlook)
  • Fluent in Farsi-Dari; working knowledge of English is an asset.

Languages: Written and spoken fluency in English and Farsi-Dari.
