IAM established the NOOR (National Organization for Ophthalmic Rehabilitation) Eye Care Programme in 1966 with the goal of providing high quality and affordable access to eye care to the people of Afghanistan.

Job Descriptions:

Job Purpose

The Ophthalmic Technician assists ophthalmologists by conducting diagnostic eye tests, preparing patients for examinations, and managing ophthalmic equipment. The role involves performing vision assessments, maintaining patient records, and ensuring a smooth workflow in NOOR Eye hospitals.

Key Responsibilities and Tasks

  • Assist in restocking the Outpatient Department (OPD) each morning when the OPD nurse is unavailable, ensuring necessary eye drops, sterile instruments, and other supplies are replenished.
  • Accurately and efficiently assess all patients referred for refraction, recording findings on the patient card in a clear, legible, and detailed manner.
  • Advise and educate patients on their needs and available options for various types of glasses.
  • Accurately assess binocular vision function, accommodation, and ocular motility, and provide appropriate management.
  • Issue legible glasses prescriptions with sufficient information for patients requiring or requesting glasses.
  • Perform nasolacrimal duct irrigation, intraocular pressure measurement, blood pressure measurement, and other diagnostic procedures in the OPD, using clean and/or sterile techniques.
  • Examine and triage patients, managing simple conditions and referring complex cases to IAM physicians.
  • Record all findings and recommendations clearly and accurately on the patient hospital card.
  • Perform precise keratometry and A-scan measurements to determine intraocular lens (IOL) power for all patients scheduled for IOL surgery.
  • Assist with and perform simple extraocular eye surgeries under the supervision of a physician, as requested.
  • Participate in the clinical teaching of OTTP trainees and medical students on IAM premises. Some technicians may also be required to prepare and deliver formal instruction in the OTTP course.
  • Evaluate low vision patients for visual aid use, provide instruction on proper usage, and manage the distribution, accountability, and stock control of low vision aids.
  • Support or fill in for other work positions in collaboration with treatment room nurses and other ophthalmic technicians, including in the Wards, Treatment Rooms, Operating Room, Vision Checking, and patient database management.
  • Perform all duties under the supervision of the Attending Physician and Medical Director.
  • Wear the hospital uniform provided at all times while on duty, ensuring it is kept clean and in good condition.

Job Requirements:

  • Successful completion of the NOOR Ophthalmic Technician Training Program or another similar validated program.
  • Possession of a Ministry of Public Health certificate by passing the overseas/exit exam (preferred).
  • At least 1–2 years of experience in a similar role.
  • Basic knowledge of eye health, vision tests, and optical prescriptions.
  • Proficiency in conducting vision tests, including visual acuity, refraction, intraocular pressure (IOP), and color vision tests.
  • Ability to perform retinal imaging, visual field testing, and optical coherence tomography (OCT).
