Job Descriptions:

Job Purpose:

The Project Manager will lead the planning, implementation, and monitoring of development projects, ensuring alignment with Afghanistan Development National Organization’s mission to improve livelihoods, health, education, and social well-being in South Region. The role requires strong leadership, coordination, and communication skills, with a focus on community-driven approaches and behavioral change strategies.

Key Responsibilities:

Project Planning & Implementation

  • Lead the design and execution of project activities in line with donor requirements and Afghanistan Development National Organization’s strategic goals.
  • Develop detailed work plans, budgets, and timelines.
  • Coordinate with technical experts, community representatives, and stakeholders to ensure inclusive and effective implementation.
  • Train and guide staff on SBC strategies and project management and implementation tools.

Team Management

  • Supervise project staff and consultants, ensuring clear roles, responsibilities, and performance expectations.
  • Facilitate regular team meetings and capacity-building sessions.
  • Promote a collaborative and inclusive team culture

Stakeholder Engagement

  • Build and maintain relationships with local authorities, community leaders, donors, and partner organizations.
  • Represent Afghanistan Development National Organization in coordination meetings and forums.
  • Ensure community participation and ownership throughout the project lifecycle.

Monitoring, Evaluation & Reporting

  • Work closely with M&E staff to track progress, collect data, and assess impact.
  • Prepare high-quality reports for donors and internal use.
  • Identify risks and propose mitigation strategies.

Budget & Compliance

  • Monitor project expenditures and ensure compliance with donor and organizational policies.
  • Support audits and financial reviews as needed.

1. ST/SGB/2003/13 United Nations Secretary-General’s Bulletin and Special measures for protection from sexual exploitation and abuse (PSEA)

  • In the light of different reports and the statement of the UN Secretary-General regarding PSEA, and in order to take prevention measures, Afghanistan Development National Organization strictly applies the PSEA guidance and policy to all of its staff, daily wagers, contractors, consultants, volunteers, vendors, beneficiaries, etc. All Afghanistan Development National Organization associates are advised to avoid any kind of sexual exploitation (SEA) and abuse of any kind while working together with Afghanistan Development National Organization. Involvement in any form of SEA and violation of any set guideline in relation to SEA is prohibited.
  • Afghanistan Development National Organization shall track and get information on involvement in SEA or corruption about the candidates who apply to Afghanistan Development National Organization and Afghanistan Development National Organization adopts zero tolerance policy on SEA and corruptions.
  • As a humanitarian agency, Afghanistan Development National Organization strictly adheres to humanitarian Data Sharing Protocol (DSP) applied in Afghanistan. The sharing of data of any type of anyone associated to Afghanistan Development National Organization (Beneficiary detail, survey, assessment, reports, internal matters, confidential documents, etc. is prohibited and will require senior management approval to make sure the sharing is in line with Do NO HARM principles, DSP and Afghanistan Development National Organization data sharing policy

Job Requirements:

  • Bachelor’s degree in Development Studies, Public Administration, Social Sciences, or a related field (master’s degree preferred).
  • Minimum 5 years of experience managing development projects in Afghanistan.
  • Proven experience in SBC, community engagement, or humanitarian programming.
  • Strong understanding of donor regulations, UN, EU.
  • Excellent communication skills in Pashto, Dari, and English.
  • Strong leadership, problem-solving, and organizational skills.
