We World-GVC in the framework of its programs in Afghanistan is recruiting local staff to implement the project "Strengthening the food insecurity and disaster risk preparedness, prevention and response capacities of the Afghan population affected by the humanitarian crisis" in Herat funded by the Italian Agency for Development Cooperation (AICS).

Job Descriptions:

Purpose of the Role

Under the guidance and supervision of the Country Director and Field Coordinator, the Health, Safety, Social, and Environmental (HSSE) Officer will report directly to the Country Director and Field Coordinator, ensuring close coordination with UNOPS, relevant departments, the Project Manager, Site Engineers, and project team members.

The HSSE Officer’s main responsibility is to facilitate compliance with WeWorld and UNOPS HSSE standards within the Core Houses Project and to provide analysis and recommendations on control measures required to minimize risks and hazards throughout project implementation. The incumbent will be expected to establish and maintain a safe and secure work environment in line with UNOPS health and safety management systems, while fostering a strong culture of health, safety, and environmental protection across all phases of the project.

In addition to strong HSSE expertise, the candidate must possess solid engineering experience in shelter-related projects, particularly in the design, construction, and supervision of core houses, to ensure technical soundness and integration of safety standards in engineering work.

 

 

Job Description:

  • Ensure full compliance with WeWorld and UNOPS Health, Safety, Social, and Environmental (HSSE) policies, standards, and procedures throughout the Core Houses Project.
  • Develop, implement, and monitor site-specific HSSE plans, risk assessments, and safe work procedures for all construction and shelter-related activities.
  • Conduct regular inspections of construction sites (core houses) to identify potential hazards, unsafe practices, or environmental risks, and ensure timely corrective actions.
  • Provide technical support and guidance to engineers, site supervisors, and project teams to integrate HSSE considerations into all phases of shelter design and construction.
  • Deliver HSSE awareness sessions, toolbox talks, and training to workers, contractors, and community members involved in the shelter project.
  • Ensure that personal protective equipment (PPE) is available, properly used and maintained by all staff and laborers on site.
  • Investigate incidents, accidents and near-misses, prepare detailed reports and recommend corrective and preventive measures.
  • Ensure environmental safeguards are respected, including proper waste management, material storage, and site restoration.
  • Coordinate with project engineers and site teams to ensure structural safety, quality and compliance with engineering standards and shelter design requirements.
  • Maintain close communication with UNOPS and relevant stakeholders regarding HSSE compliance and reporting.
  • Prepare and submit regular HSSE performance reports, including findings, risks and recommendations, to the Country Director and Field Coordinator. 
  • Promote a strong culture of safety, accountability, and environmental protection within the project and among community beneficiaries.

Job Requirements:

Knowledge/Experience

  • Bachelor’s degree in civil engineering, Construction Engineering, Environmental Engineering, Occupational Health & Safety, or a related field (master’s degree is an advantage).
  • Professional certification in HSSE/OSH (e.g., NEBOSH, IOSH, ISO 45001, or equivalent) will be considered an asset.
  • Minimum 5 years of progressive experience in Health, Safety, Social, and Environmental management within construction or infrastructure projects.
  • Proven experience in shelter and housing projects, preferably in core houses or similar community-based construction projects.
  • Ability to train, mentor, and raise awareness among workers, site staff, and community beneficiaries on HSSE practices.
  • Strong track record in developing and implementing HSSE policies, risk assessments, and mitigation measures on construction sites.
  • Demonstrated ability to conduct site inspections, audits, and accident/incident investigations.
  • Experience working with INGOs, UN agencies, or donor-funded projects is an advantage
  • Strong knowledge of national building codes, engineering standards, and international HSSE guidelines
  • Knowledge and Management of supplier contracts and technical requirements in the country.
  • Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
  • Professionalism – understanding of the management and operations of development organizations. Demonstrated ability to apply good judgment in the context of assignments given.
  • Planning & Organizing - Ability to plan own work and manage conflicting priorities.
  • Communications - Good communication (spoken and written) skills, including ability to explain and present program related information/requirements and prepare written documents/communications in a clear and concise way.
  • Technology Awareness – Good computer skills using Word, Excel, PowerPoint and engineering programs.
  • Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Fluency in Dari and Pashto and excellent in English (listening, reading, writing, and speaking).
  • Ability to multi-task, be flexible, and effectively lead the team in pressure working environment.
  • Extensive experience in capacity building through conducting training sessions.
  • High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
  • Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
  • Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred. 
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
