About INTERSOS:

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

The Logistics & Supply Manager is responsible for the overall management and coordination of logistics and supply-chain activities within the mission, ensuring compliance with organizational policies, donor requirements, and local regulations. The position provides strategic leadership, capacity-building, and operational support to guarantee timely, efficient, and transparent delivery of goods and services to support program implementation.

 

      2. Key Responsibilities

2.1 Supply Chain Management

  • Oversee the full procurement cycle (procurement planning, market assessment, tendering, contracting, purchase, delivery, and payment).
  • Ensure compliance with internal procurement SOPs, donor guidelines (ECHO, BMGF, AICS, AHF, etc.), and local laws.
  • Establish and monitor framework agreements for recurrent needs.
  • Supervise procurement plans aligned with program budgets and implementation schedules.

2.2 Logistics & Operations

  • Ensure effective fleet management (vehicles, fuel consumption, maintenance, rental contracts, drivers).
  • Oversee asset and inventory management, ensuring registration, tagging, and reporting.
  • Supervise warehousing and stock management, ensuring adequate systems (stock cards, GRN, FIFO/FEFO).
  • Support ICT management, including communication systems, connectivity, and IT asset maintenance.
  • Ensure energy management (generators, solar systems, fuel monitoring).

2.3 Compliance & Reporting

  • Guarantee that all logistics procedures are aligned with HQ policies and donor requirements.
  • Maintain and update procurement trackers, asset registers, and supply databases.
  • Prepare monthly and ad-hoc reports (Procurement Plan, IMP/BMT, Asset List, Stock Report).
  • Support audit processes by providing documentation and justifications.

2.4 Team Management & Capacity Building

  • Supervise and mentor national logistics teams across bases.
  • Build capacity of staff on procurement, warehousing, fleet, and asset management.

2.5 Coordination & Representation

  • Work closely with Finance, HR, and Program departments for integrated planning.
  • Liaise with government authorities (customs,) regarding importation, .

2.6 Security & Risk Management

  • Ensure logistics procedures contribute to staff and asset safety.
  • Support implementation of contingency plans (emergency stock, evacuation kits, transport arrangements).
  • Monitor supplier performance and mitigate contractual risks.

Education & Professional Background

  • University degree in Logistics, Supply Chain Management, Business Administration, or related field.
  • Minimum 3–5 years’ experience in logistics and supply management, including at least 3 years in international humanitarian settings.
  • Proven experience with donor compliance (ECHO, USAID/BHA, UNICEF, UNHCR, DFID, BMGF, AHF, etc.).

  • Strong knowledge of procurement processes and supply chain systems.
  • Excellent leadership and team management skills.
  • Strong analytical and problem-solving ability.
  • Excellent communication and negotiation skills.
  • High level of integrity, transparency, and accountability.
  • Proficiency in MS Office (Excel advanced), ERP/logistics software is an asset.

Languages

  • Fluent in English (spoken and written).
  • Knowledge of [local language, e.g., Dari, Pashto, Arabic, French, etc.] is an asset.
