About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Public Media and Communication (TKG),

  • Cultural Heritage
  • Environmental Protection

Job Descriptions:

Main Duties and Responsibilities
The Admin Officer is responsible for overseeing all administrative, logistical, and asset management functions at the central level and providing guidance and support to provincial and field offices. The position ensures that DHSA’s administrative operations run efficiently and in full compliance with organizational policies, donor requirements, and relevant government regulations.

Administration and Office Management

  • Supervise and coordinate all administrative activities to ensure effective support to DHSA operations.
  • Ensure that office management systems, filing, correspondence, and communication procedures are maintained and updated.
  • Oversee the organization of internal meetings, workshops, and official events, including logistical arrangements and communication with relevant departments.
  • Ensure the safe and proper use of office premises, equipment, and vehicles through preventive maintenance and asset protection measures.
  • Monitor staff attendance, office discipline, and adherence to organizational policies in coordination with the HR Department.
  • Maintain close coordination with the Security and HR Units on staff safety, vehicle movement, and overall security management.
  • Act as the main point of contact for administrative coordination with government institutions and other stakeholders.

 

Logistics and Asset Management

 

  • Oversee the procurement, delivery, storage, and distribution of goods, ensuring compliance with DHSA’s procurement and inventory procedures.
  • Supervise the maintenance of an up-to-date inventory of all assets and equipment across central and field offices.
  • Ensure that an asset labeling and tracking system is in place and properly managed through OneSource Property Book or equivalent systems.
  • Review and approve inventory and logistics reports submitted by field offices, ensuring consistency and accuracy.
  • Conduct periodic physical verification of assets and ensure reconciliation between physical count and inventory records.
  • Develop and implement an effective system of inventory control and accountability to prevent misuse, loss, or damage.
  • Ensure that all asset handovers to staff are properly documented, and that retrieval of assets is completed when staff leave their assignments.

Coordination and Support Services

  • Provide direct administrative and logistical support to programs, projects, and management units.
  • Coordinate with procurement, finance, and program departments to ensure timely support for field operations and project implementation.
  • Liaise with external vendors, service providers, and government departments to facilitate DHSA’s administrative needs.
  • Ensure that transport, accommodation, and other logistical arrangements for staff missions are well organized and documented.
  • Support the resolution of staff-related administrative issues, including transport, food, supplies, and facility concerns.

 

Reporting and Compliance

  • Prepare and submit regular reports on administrative and logistics activities, including inventory status, asset utilization, and office maintenance updates.
  • Ensure that all administrative actions comply with DHSA’s policies and procedures as well as donor and governmental requirements.
  • Identify and report potential risks related to office operations and propose corrective measures.
  • Support management in audits related to administrative or logistical components, ensuring that all documentation is complete and accurate.

 

Leadership and Capacity Building

  • Supervise and guide administrative and support staff, providing mentorship and performance feedback.
  • Identify capacity-building needs within the administrative team and organize on-the-job training as required.
  • Promote teamwork, efficiency, and accountability within the administration unit.

 

Other Duties

  • Undertake provincial visits to monitor and support administrative functions in field offices.
  • Perform any other tasks assigned by the Deputy Director General and senior management in line with DHSA’s operational needs.

Job Requirements:

  • University degree in administration or other relevant degree to the post.
  • Fluency in Dari, Pashto and English.
  • At least 6 years of experience in the field of Administration .
  • Skillful in interpersonal, time management, communication, and problem solving skills
  • Very good computer skills like internet, MS office etc.
  • Experience of team working, good planning, organizational, analytical and decision-making skills.
  • Able to work under pressure and ready to accept the deadlines for the activities.
