Project/ Health Program Background:

PUI and IMC will jointly implement the project for 12 months aimed at addressing the needs of the most vulnerable populations in the Eastern, Southeastern, and Central regions of Afghanistan. The action aims to provide integrated Health including SRH, Nutrition, MHPSS, WASH services with a crisis modifier component that can be triggered for rapid onset disasters, in particular scenarios i.e., epidemics, natural disasters, violence leading to displacements and returnees. The intervention will focus on supporting communities in underserved and hard-to-reach areas, specifically in provinces such as Kabul, Paktia, Paktika, Ghazni, Nangarhar, Kunar, Laghman and Parwan. Through a joint approach, the project will expand its geographical coverage, ensuring that the underserved population benefit from humanitarian assistance. Intervention will include:

  • Provide integrated Primary healthcare services and emergency lifesaving services (including SRH and MHPSS) to remote/ underserved areas.
  • Improve the nutrition status of pregnant, lactating women and children under 5 years, by providing access to quality and comprehensive nutrition preventive and curative services
  • Improve supported health facilities infrastructure and maintain safe and dignified access to water, sanitation, and hygiene in health facilities catchment areas.
  • Provide health, nutrition, MHPSS, and WASH emergency response to people affected by natural disasters, outbreaks, and violence.

Through this joint approach, PUI and IMC will focus on reducing the mortality, morbidity, and vulnerability of conflict- and disaster-affected populations, aiming to reach433,185 unique beneficiaries. Intervention will focus on providing life-saving services to vulnerable populations, including women, girls, and pregnant and lactating women, in remote areas through safe, dignified and inclusive programming.

 

Job Descriptions:

Job Purpose:

Job Summary: The Medical Coordinator is providing strategic and technical support to the identification, design, implementation, and management of the health program in Afghanistan. The Medical Coordinator will work in collaboration with the Country Director, Deputy Country Director/ program, senior management team, and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Coordinator will make frequent visits to the field sites to ensure the highest standards of delivery. S/he will be budget holder and responsible for budget management and pipeline preparation monthly. Update monthly budget pipeline, procurement plan and complete the necessary logistical and administrative processes for project activities. S/he ensure high-quality clinical services in all IMC-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed. The Medical Coordinator will represent IMC in the national Health coordination meetings, Health Forum, and other technical working groups.

Main Duties & Responsibilities:

  • Develop detail project implementation plan and manage the implementation of project in the targeted provinces and ensure project objectives are met with highest standards and best practices.
  • Develop and execute work plans
  • Work closely with the DCD program to ensure the smooth running of health programs.
  • Provide technical supervision and technical support to the organization’s health programming activities.
  • Ensure activities are consistent with established best practices, which are acceptable internationally (WHO/SPHERE and IMC standards and MOPH).
  • Ensure health programs utilize standardized protocols, policies, and guidelines according to Ministry of Public Health, WHO and IMC.
  • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the projects and update Project Management Tool on monthly
  • Oversee the collection, analysis and timely reporting of data and statistics for all programs (including objectives, indicators, and outcomes of health programs) according to internal and donor requirements
  • Review from a technical standpoint, monthly field and donor reports.
  • Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, donor pharmaceutical protocols, and program budgets
  • Ensure all stakeholders, including senior management team, the Health Technical Unit and donors are provided with updates following the established reporting structures.
  • Representing IMC to national Health coordination meetings and stakeholder meetings and other technical working groups
  1. Program Development
  • Work with senior management team, field teams, cross functional platforms, and the Health Technical Unit in strategic planning for future health programs.
  • Work with Program Development team to draft concepts for future funding following the protocols and formats.
  • Provide technical input during proposal development and technical reviews.
  • Strive to ensure as much as possible different health related sectors (MHPSS, GBV, etc.) are integrated into proposed programs.
  • Provide inputs and support in new health assessment and assessment reports
  1. Human Resources Management
  • Assist in the selection and training of qualified program health staff, recommend promotions, and implement disciplinary action suggest termination of staff in consultation with the SMT.
  • Maintain open lines of communication with all field staff.
  • Train health staff to increase their responsibilities to build capacity and ensure sustainability of programs.
  • Support direct supervisors in ensuring staff performance evaluations and professional development plans are in place.
  • Oversee training of all healthcare staff, including doctors, nurses, midwives, and other technical staff to ensure that the training provided is of acceptable quality and address the identified needs.
  1. Security
  • Collaborate with security officers to maintain security of health staff in the field
  • Ensure application and compliance of security protocols and policies
