About MEDAIR:

Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district.  The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions

Job Descriptions:

Overall purpose

To lead, provide male curative services and supervise a BHC team which provides services to targeted communities according to national IMAM, IYCF-E, IMNCI, MHPSS, MAMI and EPI guidelines and to establish a referral pathway to nearby health facilities for emergency services, and to assist in reporting and data management. He/she will provide outpatient consultation to adult male patient and women and children, supporting midwife and nurses to deliver high quality care according to standard guidelines and best practice respectively. Oversee provision of IMNCI, RH (ANC, PNC & FP), MHPSS, injury and trauma care and community health activities, and contribute to effective AAP integrated approach.

RESPONSIBILITIES

  • Overall implementation, supervision and leadership for a BHC team covering multiple sites and catchment areas.
  • Direct involvement in prevention and treatment of malnourished children and PLW in the assigned locations.
  • Ensure all staff in the BHC is following the national guidelines and organizational protocols.
  • Supervision and coordination of the community component of IMAM and IYCF in the assigned catchment areas.
  • Liaison with community leaders in the assigned areas to facilitate good working relations and community acceptance and participation in the project.
  • Provide outpatient consultation for adult male and women, children under 5, including IMNCI.
  • Provide clinical lead supporting IMNCI nurse and midwife to manage cases and ensure high quality of care delivered.
  • Direct involvement in clinical care delivered in outreach site when required; treatment of adults and childhood illness, vaccination screening, RH (ANC, PNC & FP), injury and trauma care as first aid support including first dosage of treatment and urgent referral in the assigned locations.
  • Ensure all staff in the BHC facility are following national guidelines and organizational protocols.
  • Ensure daily data collection process is followed for all activities in the BHC and outreach sites.
  • Establish appropriate clinical referral pathways from each BHC/outreach site to appropriate facilities.
  • Ensure medicine stock management at clinic site correctly managed and submit time stock requests to logs team for medicine, supplies and equipment.
  • Any other activities not listed in the JD but requested by line manager and Health & Nutrition Project Manager.

Supervisory Responsibilities:

  • Provide daily oversight, technical supervision and overall leadership of all activities at the assigned BHC using monitoring check lists.
  • Coordinate staff check patient flow and organize the team and the site efficiently and according to quality standards.
  • Oversee the implementation of the, OPD SAM and MAM services and IYCF services and community components of IMAM, MAMI, EPI, IMNCI and IYCF at the assigned BHC locations, following national guidelines and protocols.
  • Assist with supervision and on-the-job training of health and nutrition staff and community health workers involved in the program.
  • Establish a work plan for the BHC and nutrition and outreach activities and provide daily oversight and supervision.
  • Coordinate and liaise with the CHNVs covering the catchment area including BHC and outreach sites to ensure community mobilization, screening, education is carried out according to the work plan, and defaulters and non-responders are followed up.
  • Ensure adherence to the organization’s values and professional behaviour of all health and nutrition staff and take the lead in resolving problems if needed.
  • Provide outpatient consultation for adult male and women, children under 5, including IMNCI.

Technical Responsibilities (involvement as needed):

  • Examine admitted children and provide appropriate nutritional and medical treatment following national protocols.
  • Examine admitted children for complications, and provide appropriate nutritional and medical treatment or referral to higher level of support.
  • Review complicated SAM/MAM cases and children under 6 months and take the final decision on referral to the hospital or IPD SAM.
  • Ensure appropriate education and counselling is given to the beneficiaries and care takers.
  • Oversee the discharge of children U5 and PLW according to specified discharge criteria as per national guideline.
  • Provide medical assessment of adult, children and women provide attending for PHC services and provide appropriate medical treatment following national protocols, IMNCI and RH guidelines.
  • Examine children admitted to nutrition programme for co-existing illnesses/IMNCI or complications and provide appropriate medical treatment or referral according to IMCI guidelines.
  • Support in disease surveillance and outbreaks occurring in the catchment area and informing DoPH surveillance team through the Line manage.
  • Support BHC staff in conducting triage to identify severe sick children and assure direct treatment according to IMNCI guideline.

Quality Management:

  • Ensure accurate record keeping of all activities at the BHC and outreach site or in the communities.
  • Collect, review, and submit required daily, weekly and monthly reports.
  • Carry out required quality checks according to provided checklists.
  • Ensure the functionality of feedback mechanism and AAP from beneficiaries.
  • Clinical supportive supervision and conducting on job training to BHC staff.

External Representation:

  • Act as the team focal point for community leaders and beneficiaries in the assigned BHC and outreaches catchment area.
  • Liaise with Government and other partners providing health and nutrition services in the same location.
  • Attend district level health and nutrition related meetings if required.
  • In collaboration with the Heath & Nutrition Manager and other BHCs staff operating in the same district ensure staff of referral facilities are informed of all aspects of the program including referral criteria.
  • Assist in mapping of villages and communities that have poor access to health and nutrition services.
  • In collaboration with the Health & Nutrition Manager establish referral pathways to health facilities, Paediatric inpatient facility and IPD SAM services.
  • Provide feedback to the Line manager, Health & Nutrition PM and Health & Nutrition Advisor on community specific challenges and barriers.

Logistics:

  • Prepare regular stock requests to ensure sufficient stock (medicine, medical supplies, food products and non-medical supplies) is available at each assigned BHC.
  • Ensure safe storage of all medicine’s medical supplies and equipment’s, food products and equipment.
  • Monitor expiration dates to ensure stocks are used prior to their expiration date.
  • Conduct weekly stock checks and keep accurate records of stock movements of medicines, medical and nutritional supplies.
  • Report any suspected or identified fraud cases at the health and nutrition site to the Project Manager.

Job Requirements:

Education: Minimum bachelor’s degree relevant to the position (Medical Doctors – passed Exit exams) is required and master’s degree preferred.

Having below qualifications are desirable:

  • MPH, BPHS /PHC related training, IMNCI, RH, Immunization in Practice training IMAM, IMNCI, and IYCF trainer.
  • EPI knowledge.
  • Strong leadership background.
  • Physicians.
  • Pediatrician.
  • RMNCH, IMNCI.

Relevant Experience:

  • Minimum 7 years of post graduation relevant experience is required.
  • Hands on experience in medical consultation for adult patients, IMNCI and RH activities are desirable. 
  • Supervision or Team Leader exprience is desirable. 
  • Health & Nutrition project implementation is desirable.
  • Experience implementing IMAM/ CMAM/ IMNCI/ RH/ MHPSS and EPI programs is desirable. 
  • Working/implementing programs in insecure and remote environments is desirable.
  • Working experience within a CHC and BHC is desirable. 
  • Working with an international organization is desirable. 

Languages: Fluent Pashto oral and written skills and good English oral and written skills is required but excellent English oral and written skills is desirable. 

Computer: Strong MS Excel, MS Word and ODK is required, but Proficiency data analysis and reporting and familiarity with PNND, WFP, UNICEF reporting is desirable.
