Job Descriptions:

Major Goal of the Position:         Provide technical supervision and technical training to health staff to ensure provision of an effective, quality basic health and nutrition program, and maintain excellent relationships with government bodies and other partners through timely reporting and documentation sharing.   

 

Key Result Area (KRA) 1:              Project Management and Administration – The Manager will:

 

  1. Ensure good coordination and communication at all relevant levels and departments of the Ministry or Public Health, and represent the mission, vision and values of Operation Mercy before official bodies
  2. Ensure all documentation is provided for MOUs in a timely manner and urgently continue to follow up the process of MOUs and other permissions until obtained
  3. Attend formal meetings of MoPH, DoPH and other health departments, and Active participation in Clusters etc. Ensure that the non-technical manager and CD are kept informed of all important information from these meetings that could impact on the project implementation.
  4. Ensure that all data from Health Services in our clinics is collected, processed and analyzed so that it is available for monitoring and reports.
  5. Ensure timely submission of all clinical reports to government departments and partners
  6. Prepare all donor reports in a timely manner
  7. Ensure that all 6-month and annual reports, sector letters etc are submitted to relevant departments on time.
  8. Ensure financial accountability for the project activities in the allocated GLs (appendix) and that OpMercy finance policies and values are followed.
  9. Be security conscious and report any matter of concern to the Security Manager.
  10. Attend and play a part in project reviews and evaluations.

 

Key Result Area (KRA) 2:              Project Implementation – The Manager will:

 

  1. Ensure the good reputation of OpM and the project in the communities and government departments
  2. Develop and maintain good relationships with different levels of MoPH to ensure permission and acceptance of project activities. 
  3. Ensure that all medical equipment, medical supplies (including medicines, vaccines and nutrition foods) and official clinic reporting tools are available for the project activities as needed.
  4. Clinical supervision and frequent monitoring visits to ensure clinical targets are met efficiently
  5. Clinical on the job training and input to clinic staff to ensure high quality health services.
  6. Ensure that the M and E plan is on track
  7. Input into hiring of all project staff (final decision lies with the Program Director/CD).

 

 

Key Result Area (KRA) 3:              Personal Growth and Coaching of coworkers – The Manager will:

 

  1. Develop and Maintain good relationships with Project Management team, coworkers, subordinates and superiors.
  2. Be open to learn from others, both local and expatriate.
  3. Maintain a learning attitude that means continuously seek to grow in leadership skills, management skills and professional/clinical skills.
  4. Teach and nurture character building, accountability and understanding in basic development principles and Health/Nutrition concepts of all project staff.
  5. Reflect on progress in terms of clinical practice and lead clinical activities to greater effectiveness.
  6. Work closely with the Non-Technical Manager to plan technical and clinical trainings that ensure good quality in the provision of health services, and coordinate with relevant government departments for these trainings as needed.
  7. Be present in the clinics on a regular basis in order to support the staff and provide on-the-job training as needed.
  8. Support the Non-technical Manager in Implementing staff discipline according to values and policies of OpMercy, as needed.

Job Requirements:

Profile of Technical Manager

Required

  • Very good interpersonal skills, ability to express their thoughts clearly
  • Able to teach others, as well as being teachable
  • Able to command respect in government offices.
  • Confident and humble, and able to communicate well with all levels of staff and stakeholders
  • Support the long-term vision, mission and values of OpMercy, and able to uphold these under pressure from government officials in a diplomatic but firm way
  • Language skills – able to write reports in English and Dari; proficient in Dari (written and spoken) and able to communicate verbally in Pashto
  • Computer literacy to be able to write reports, enter data and follow procurement policies.
  • Strong interest in women’s and children’s health and wellbeing, including the importance of community health education
  • Medical degree from recognized university (Exit Exam) must be passed.
  • Minimum of 3 years experience working in general clinical medicine and IMAM programming
  • Minimum of 3 years experience in leading people and management of Health projects, including Health facilities and Health Posts (Community Health Workers).
  • Able and willing to travel in and outside of region of residence
  • Respectable appearance and behavior in line with OpMercy values
  • Experience in reporting on projects with multiple donor requirements
